The Program Officer supports IRC’s Seattle-based Washington Migrant and Asylum Seeker Support (WA MASS) team within IRC’s Resettlement, Asylum & Integration (RAI) Department. 

Acting in the role of the Newcomer Reception & Navigation Hub, the IRC WA MASS team will coordinate and lead a network of partner organizations in the provision of integrated resource navigation and referrals to recently arrived asylum seekers and other eligible migrants in Washington State. At the same time, the Hub works with a network of Spoke organizations funded through the WA MASS project providing housing, legal assistance, and case management services, to ensure timely and accurate data submission, analysis, and reporting to the funder.

The Program Officer supports a wide range of functions including technical assistance, training, and grant reporting, by ensuring all efforts are data-driven and contextually accurate. 

Major Responsibilities:

  • Provide data-driven support and coordination between IRC and WA MASS spoke organizations.
  • Track, report and coordinate data sharing with all WA MASS partner organizations for quarterly and annual reporting to the funder.
  • Draft quarterly reports to the funder in coordination with the Senior Program Manager and Resettlement Director.
  • Respond to ad hoc report requests from internal and external audiences related to WA MASS. 
  • Work with the Data Scientist to develop protection monitoring framework and regularly update a data dashboard to inform the overall coordination on the WA MASS project. 
  • Support the development of client-facing program materials and outreach.
  • Support the development of staff-facing program tools, guidance and training curricula. 
  • Collaborate closely with members of the Asylum & Legal Protection Technical Unit in the development of program materials, tools, guidance, and training curricula.
  • Enhance data visualization and contribute to graphic design of internal and external materials and presentations. 
  • Support the IRC’s strategic objectives to deepen its impact in the field of asylum.

Key Working Relationships:

  • Position reports to: Technical Advisor, Cross Border & Asylum
  • Other internal and/or external contacts: WA Resettlement Director, WA Senior Asylum Services Manager, Data Specialist, Partnership Coordinator.

Job Requirements:

  • Undergraduate degree in a related field such as migration studies, international development, or law required, advanced degree a plus.
  • 3+ years progressive work experience in asylum/migration, ideally focusing on context analysis, programmatic research & evaluation, policy research, and/or other data-driven or context-driven work. 
  • Understanding of service provider networks and immigrant rights coalitions in Washington State preferred.
  • Excellent written and oral communication skills in English and the ability to communicate effectively with colleagues and partners.
  • Strong organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines; exceptional attention to detail.
  • An innovation mindset and ability to consistently improve systems and processes.
  • The ability to be flexible and work well under pressure in a fast-paced team environment; aptitude for ongoing learning and adjusting to frequent changes in processes.
