PATH is home to the Malaria Control and Elimination Partnership in Africa (MACEPA) which works closely with National Malaria Control programs in Africa to strengthen data systems and data use to better inform strategies and target resources to reduce burden. Key components of this work are to generate evidence on novel and existing malaria tools to guide decision-makers, and to work with donors to ensure the resources needed to implement these interventions are available.
PATH is currently recruiting a Program Officer, SME to support its growing malaria portfolio in Central Africa Republic. The Program Officer will support the monitoring and evaluation of activities to strengthen country health information systems. The successful candidate will also support the project team and the Ministry of Health to set up monitoring, evaluation and learning systems and processes including monitoring of health system performance, with a focus on malaria. S/he will collaborate with other key in-country partners to support quality assurance activities and compile malaria-related data. The position requires a deep understanding of successful health surveillance and M&E systems, health analytics skills, data quality improvement processes, digital health systems, database management skills, and report writing abilities. The role will be reporting to the Senior Technical Program Manager in Central Africa Republic.
Responsibilities:
- Partner closely with the Ministry of Health, partners, and other key stakeholders to coordinate surveillance investment priorities.
- Develop and update malaria surveillance documentation and tools, including a routine data quality audit toolkit, in collaboration with the MOH.
- Provide technical assistance to the MOH to improve malaria surveillance systems based on country priorities, including data quality, data analysis, visualization, dissemination and use for decision-making.
- Provide guidance to MOH on the structure and content of a malaria data repository.
- Identify malaria surveillance and M&E issues/challenges and propose strategies for improvements.
- Support the Senior Technical Program Manager to develop and update country work plans to reflect updated progress of key surveillance activities.
- Participate in surveillance and M&E TWG meetings to coordinate surveillance priorities with the MOH.
- Support training of MOH personnel in surveillance and M&E.
- Support development or revision of costed surveillance roadmaps and operational plans.
- Represent PATH and the project on relevant technical working groups and maintain contact with other organizations engaged in project activities.
- Conduct other SME tasks, as needed.
Required Skills and experience:
- Bachelor’s degree (prefer Master’s) in public health, Statistics, Demography, Social Sciences or Equivalent, preferably with malaria experience.
- Professional experience of at least (03) three years in a similar position.
- Experience with the design and use of e-data/survey tools (ODK, Kobo Collect, etc.); familiarity with DHIS an added advantage.
- Skills in data quality assurance methods and data analysis and use.
- Proficiency in the use of Microsoft Office.
- Experience with data visualization software (e.g., Tableau, PowerBI, etc.) and data analysis software (e.g., R, Stata, etc.) is highly desired.
- Excellent French written and oral communication skills; prefer ability to communicate in English.
- Public speaking ability, good presentation skills and ability to facilitate training is highly desired.
- Ability to travel domestically up to 25% of the time
