POSITION SUMMARY

Program Officer will support the implementation of a number of ongoing initiatives in waste and climate action teams in GGGI Cambodia country program. The position holder will make critical contributions to various projects focusing on waste management, sanitation, water, and the mitigation action themes. The key projects include but is not limited to “Advancing ASEAN-Korean cooperation in Integrated Municipal Solid Waste Management (IMSWM) for Environmentally Sustainable Cities”, “ASEAN-Korea Cooperation on Methane Mitigation”, Tonle Sap Initiative with Ministry of Environment and the GCF urban resilience program.

Reporting to the Unit Lead, the key responsibility of the position holder would be to support the implementation of the projects by providing analytical and technical support on delivery of the various outputs under the programs, undertaking project coordination and stakeholder engagement.     

 

PURPOSE

Under the guidance of the Unit Leads, the Program Officer will be responsible for supporting the entire cycle of project delivery for the above-mentioned projects in GGGI Cambodia country program, including project preparation, technical assessments, research and analysis, stakeholder coordination, project management, evaluation, and reporting. He/she will work closely with donors, local stakeholders, and development partners to ensure effective multi-stakeholder communication. The officer will contribute to ensuring quality of project reports and documents in close coordination with each project unit responsible for each particular project component. He/she will be expected to support the development of new business opportunities in the areas of waste and climate change.

 

ENGAGEMENT
  • Works closely with the Country Representative, Unit Leads and the project team to ensure effective program delivery.
  • Collaborates with the donors and government counterparts in ensuring effective communications and fostering positive relationships.
  • Liaises with country teams, project managers, partners to ensure compliance with GGGI processes and monitor project/program delivery progress.
  • Supports engagement with stakeholders, including government counterparts, embassies, donors, and corporate and international gatherings and events

 

DELIVERY
  • Support the Unit Leads in overseeing the implementation of various activities of Waste and climate action programs including but not limited to the projects listed above.
  • The specific support would vary across projects but are likely to include the following:
    • IMSWM: Develop investment notes for the three selected projects and funding proposal for full feasibility studies for one shortlisted project, provide support to MOE for development of the three projects, support in implementation of other Circular Economy and waste management initiatives, etc.
    • TSSEI: Undertake further scoping studies on the four programmatic areas under TSSEI through consultations, map log frames of past and ongoing initiatives on Tonle Sap Lake, support in developing the concept note for the program including management guidelines and framework, support in developing funding proposals under the program
    • Methane Mitigation: Conduct policy gap assessments and develope policies, including methane reduction roadmaps and a national methane reduction plan, as needed to strengthen the country’s enabling environment for methane mitigation. Additionally, support in developing methane inventory from the waste sector as well as identifying and developing project ideas in the waste or waste-agriculture sectors for implementation.
  • Conduct research, consolidate, review and report financial and progress data for monitoring and reporting to donor and government counterparts.
  • Ensure effective organization of project documentation and support the project managers in management reporting and communications.
  • Facilitate coordination with various stakeholders in implementation of above-mentioned projects.
  • Provide strategic oversight for the country team in developing investment and resource mobilization proposals in waste and climate action space.
  • Provide guidance to the country team in interpreting and translating technical documents and regulations between Khmer and English.
  • Contribute to program and project development and undertake other ad-hoc activities as required by the unit lead.
  • Manage the organization of conferences and workshops for the project, including but not limited to development of presentation slides, development of concept note and agendas, coordination for invitation letters as well as follow up with participants.

 

REQUIREMENTS
QUALIFICATIONS
  • Advanced degree in relevant fields such as international development, international relations, environmental policy, natural resources management, economics, engineering, climate change and sustainable development,
  • A minimum of 5 years of professional experience at an international level in the fields of waste management, urban development, climate change, green growth, and sustainable development, including at least 3 years in project implementation, solid waste management, wastewater management, and climate financing.
  • Experience working with sub-national and national governments.
  • Proficiency in Khmer and strong expertise in writing and structuring reports and research articles in English are essential.

 

FUNCTIONAL
  • Familiarity with key stakeholders in waste and climate change space shall be an advantage.
  • Awareness of local and international best practices in the field of Municipal Solid Waste and climate change.
  • Demonstrated ability to cooperate with stakeholders, including government agencies, industries, associations, etc.
  • Ability to systemize, analyze and present the data.
  • Experience in translating / interpreting documents and meetings in both Khmer and English languages

WORKING CONDITIONS

The Program Officer – Waste and Mitigation is an X8 grade level in GGGI’s National salary scale. The annual base salary for X8 National grade level starts from USD 29,011. Determination of base salary is subject to candidate’s experience, academic background and internal equity.

GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance.

The chosen candidate is expected to be based in Phnom Penh, Cambodia and will report directly to the Unit Lead.

This is a national position and does not include relocation benefits.

ABOUT THE PROGRAM

GGGI Cambodia is hosted by the Ministry of Environment (MOE) and works closely with other line ministries including Ministry of Public Work and Transport (MPWT), Ministry of Industry, Science, Technology & Innovation (MISTI), Ministry of Economy and Finance (MEF). At the municipality level, GGGI Cambodia supports Phnom Penh City Hall, Municipalities of Kep, Sihanoukville, Suong, Bavet, Battambang, Siem Reap and Kampong Cham. GGGI Cambodia program is built under the theme of green cities development including sectoral focus of sustainable energy, sustainable waste, sustainable mobility and green innovative financing. 

The Waste and Climate Action units in Cambodia country program are expanding and implementing several large-scale projects. These include:

  1. “The Advancing ASEAN-Korean cooperation in Integrated Municipal Solid Waste Management (IMSWM) for Environmentally Sustainable Cities” project, funded by the ASEAN-Korea Cooperation Fund (AKCF) and spanning over three years. It is implemented in ASEAN countries including Thailand, Indonesia, the Philippines, Cambodia, Lao PDR, and Vietnam. The project aims to support ASEAN Member States (AMS) in transitioning to a resource-efficient, circular society with enhanced capacity for integrated solid waste management (ISWM) practices and catalytic waste investment projects by 2025.
  2. The ASEAN-Korea Cooperation on Methane Mitigation, funded by the ASEAN-Korea Cooperation Fund (AKCF). The project will be implemented over three years across nine countries including Cambodia. The main objective of the project is to build the enabling environment to reduce methane emissions, design and implement a pilot project on methane reduction and promote regional dialogue and partnership on methane emission and mitigation.
  3. “Tonle Sap Sustainable Environment Initiative” (TSSEI) is a collaboration with Ministry of Environment that aims to implement large scale interventions in the Tonle Sap Lake towards reducing plastic pollution, addressing invasive plant species, rehabilitation of degraded landscapes and alternative livelihoods.
  4. GCF urban resilience initiatives with NCDDS and MOE towards developing projects in the space of urban resilience and water security.
