Program Support Officer, Gaza

PROGRAM SUMMARY:

Project HOPE is providing health and humanitarian assistance to those impacted by the continued conflict in Gaza.

POSITION SUMMARY:

The primary responsibility of the Program Officer is to support the implementation of services in an emergency setting. The Program Officer conducts and support assessments, is responsible for the program development process with technical and support departments. They will act as a liaison between the program and HQ teams for the continuation of program implementation and development. They raise issues to take timely decisions as necessary. The Program Officer supports and manages, depending on the staffing plan, technical and core department inputs including Finance, Logistics and HR, towards the improvement of program decisions and actions. They coordinate start up activities; develop proposals including budgets, logical frameworks, and detailed work plans. The Program Officer supports the Sr Program Advisor and/or the Regional Director. They deploy when needed to implement activities related to the emergency response.

PRINCIPAL RESPONSIBILITIES:

  • Support new program start-up, in coordination with Programs and Operations colleagues in Country Offices ensuring that Country Offices have all of the necessary knowledge and tools required to manage programs, in compliance with donor regulations.
  • Monitor progress of grant-funded and privately-funded programs through monthly and quarterly review of internal project management tools – indicator tracking tables, financial pipelines, M&E reporting, work plans, compliance trackers, etc.
  • Work with the Program Manager/Coordinator to enter and maintain data for country offices within the Grants Management System, once activated.
  • Liaise with existing donors of grant-funded programs, providing them regular updates on project progress.
  • Support the drafting, review and finalization of internal and external narrative reporting under the guidance of the Program Manager/Coordinator.
  • Support Program Manager/Coordinator in assessing partner’s operational and programmatic capacity.
  • Serve as primary focal point for the management and monitoring of partners (grantees and sub-grantees), including the contracting process itself, the review of reports, participation in progress review meetings, and provide support for delivery of capacity-building for partners as needed.
  • Support in the planning and design of partner kick-off meetings.
  • Maintain complete and accurate filing system for all active, closed grants, and proposals submitted by country officers.
  • Coordinate with any relevant technical teams to ensure project activities are taking place in a timely manner and in line with the overall project design and donor expectations.
  • Promote compliance with grants management manual and support program team to strengthen internal controls and risk mitigation mechanisms related to grant management, safeguarding, HR, finance, security and procurement.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Master’s degree in humanitarian affairs, international affairs, public health, management or other relevant studies.
  • Minimum of five years of professional experience in humanitarian relief; or equivalent combination of education and experience
  • Significant experience managing projects in developing countries or similar context, ideally in humanitarian response situations.
  • Demonstrated, successful experience with humanitarian funding – particularly past proposal and budget development experience with USAID, BHA and UN agencies.
  • Familiarity with relevant stakeholders, especially international organizations (EU, UN, WHO).
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs.
  • Familiarity with USAID rules and regulations, and their application in humanitarian settings.
  • Understanding of health and development concepts in developing countries and humanitarian settings.
  • Working knowledge of financial management and strategic planning.
  • Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity).
  • Full computer literacy and adequate administrative skills.
  • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players.
  • Ability to read, write, analyze and interpret technical and non-technical information in the English language.
  • Fluent knowledge of English and of local language (Arabic).

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments will be required to field locations
  • Travel for extended periods may be by air and/or other modes of transportation.
