UNDP Eritrea is a trusted development partner of choice for the Government of State of Eritrea (GoSE). It contributes to development of Eritrea in the areas of Governance, Data for Development, SDG financing and public sector. UNDP Eritrea’s contributions are guided by the Country Programme Document (CPD) and the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022 – 2026 in line with the SDGs. UNDP Governance Portfolio supports Government’s implementation of governance priorities.
Under the guidance of DRR and direct supervision of the Head of SGU the Programme Analyst (Governance) is responsible for effective delivery of assigned projects under the UNDP Governance Portfolio. The Programme Analyst will actively contribute to analysing economic and social trends and issues related to governance, youth and gender in the Eritrea and participates in the formulation, management, implementation, monitoring, evaluation and reporting of project activities within assigned portfolios.
The Programme Analyst (Governance) works in the Governance cluster and in close collaboration with other Programme staff and Operations team in the Country Office (CO), Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the Governance Portfolio and the UNDP Country programme.
The objective is also to strengthen the impact of UNDP’s contributions to national policy analyses and dialogues as well as enhance the policy impact of UNDP programs. S/he will also support research and the formulation of national strategies and action plans.
The Program Analyst works with UNDP experts, consultants, UN Agencies, International Financial Institutions, Government officials, donors, universities, and research institutes.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
Support the UNDP country office management and programme team to strengthen programme development and implementation on relevant thematic areas including SDG financing:
- Contributes to advise of the economic and social situation in the country and preparation of substantive inputs to CCA, United Nations Sustainable Development Cooperation Framework (UNSDCF)/ Country Programme Document (CPD)., CPAP and other documents.
- Informs analysis related to Governance, Gender, and Youth, keeping abreast with policy changes regarding governance and Youth and informing senior management.
- Contributes to thorough analysis and research for identification of areas for support and interventions within the Governance, Gender, and youth programme cluster.
- Identification of areas for support and interventions within the governance cluster, with a particular emphasis on political governance, gender, youth, decentralization, representation and participation, peacebuilding, conflict resolution, mediation and/or human security practice areas and implementation of assigned cluster Annual Work Plan (AWP)
- Ensure robust gender analysis and mainstreaming of gender priorities within the programme and policy advisory function.
- Ensure that the programme activities are closely coordinated with the stakeholders – both national and international – and that a high level of collaboration and cooperation is in place at all levels
- Ensure adequate visibility and awareness in relation to programme implementation and conduct and support resource mobilization efforts for the programme
- Represent UNDP as requested and participate in all regular meetings including of the international and donor community on governance, gender, and youth.
- Contribute to the development and implementation of CO business processes mapping particularly the content of internal Standard Operating Procedures in Results Management for the Governance Cluster.
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
- Provision of policy options and high-quality advisory inputs to UNDP programmes and projects to ensure these are responsive to national policies, priorities and strategic plans, and advance UNDP’s corporate goals.
- Sound contributions to knowledge networks and communities of practice.Support UNDP country office teams to develop and manage relevant thematic portfolios, such as activities to support development finance, inclusive growth and progress towards the SDGs;
- Develop concept notes for technical workshops/webinars/side-events for UNDP’s development finance programmes;
- Support UNDP country office efforts to implement the Integrated National Financing Framework and related programmes;
- Support and perform evidence-based, data-driven survey and research initiatives for policy recommendations on SDG financing
- Support the preparation of policy briefs, background notes, speeches, talking points, presentation materials, etc. on critical development finance issues for senior management at the country and regional levels;
- Contribute to the development of the report such as the Human Development Report (HDR), the Voluntary National and Local Reviews, the UN Common Country Analysis (Section on the Development Finance Landscape) and the Multidimensional Poverty Index and ensure that they provide added value in terms of development analysis, updated data and information for policy formulation.
- Compile and analyze statistical data as required in support of country strategies and activities;
- Contribute to leveraging financing for development, with particular emphasis on innovative financing;
- Support digital finance work, including Digital Finance Ecosystem Assessments
- Operationalize gender mainstreaming within investment and Development Finance tools and instruments.
Provision of technical advice to government counterparts and other partners, especially in support of the 2030 Agenda and support SDG financing and inclusive economic policies:
- Provide technical support to the government in identifying innovative financing mechanisms to mobilize financing for the SDG;
- Increase capacity of Government to mobilize private investments for the SDGs
- Facilitate dialogue on sustainable development issues with government officials, development partners, civil society, and the private sector;
- Support multi-stakeholder consultative forums, including public-private dialogues to foster collaboration between public and private sector stakeholders;
- Support the identification and analysis of interventions that can impact multiple development goals and targets at the same time;
- Support monitoring and reporting of progress related to SDGs and other national development frameworks, including to help strengthen national and local level data collection and statistical capacity.
Representation, advocacy, and partner engagement to support UNDP’s institutional positioning and advance its mandate:
- Support UNDP in building strategic alliances and partnerships with governments, private sector, think tanks, academic institutions, development partners and others to expand UNDP’s work on SDG financing;
- Strengthen collaboration with other UN agencies and external partners to scale innovative financing for the SDGs;
- Support UNDP resource mobilization and future growth strategies through project pipeline development and design of large-scale programme and development solutions;
- Coordinate the Office contributions to corporate and regional level knowledge management activities to help influence and advance policy dialogue in the areas of SDG financing
- Contributes to knowledge networks and communities of practice at national, regional and global levels
Ensure provision of top-quality advisory services and facilitation of knowledge building and management:
- Identify policy-driven issues; and identify and synthesize best practices and lessons learned directly linked to programme country policy goals.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in development finance, economics, development studies or related field is required, or
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree of relevant experience at the national or international level in relevant areas of development finance, investment promotion, economic research and policy and implementation support is required;
- Extensive experience in research and policy-level analysis;
- Direct experience providing technical advice to government officials is desired
- Demonstrated experience in ability to plan, organize and manage events around sustainable finance, investment, is desirable.
- Experience in preparing high quality policy briefs, papers and guidance notes for use by senior policy makers is desired;
- Knowledge of the SDGs and their application at the national level and demonstrated experience in stakeholder analysis and engagement is desired;
- Previous work experience in Eritrea would be an asset.
Language:
- Fluency in oral and written English is required.
