The Programme Analyst for Women’s Economic Empowerment (WEE) Programme is expected to contribute to the Women’s Economic Empowerment programme of UN Women Indonesia Country Office, which focuses on:

 

1. Gender responsive entrepreneurship capacity development

2. Strengthening the role of private sector for gender responsive business ecosystem

3. Financing for gender equality and women’s empowerment

4. Advancing women’s economic empowerment in the climate action and transition to green economy

 

Under the supervision of the Programme Manager/WEE and Sustainable Livelihoods Team Lead (Programme Manager), the Programme Analyst is responsible for providing technical support in implementation of projects/programmes and activities under the Women’s Economic Empowerment (WEE) Programme. The Programme Analyst provides support to the management and monitoring of the budget utilization, provides support in managing partners, particularly Government/regulatory authority, private sectors (financial service providers, investors and business associations) and civil society organizations. The Programme Analyst is also expected to support the Programme Manager on opportunities to develop and strengthen partnership and new initiative under WEE thematic area, especially in green and blue economy, entrepreneurship ecosystem development and financing for gender equality.

Duties and Responsibilities

1. Provide technical support to implement of programmes and initiatives on Women’s Economic Empowerment (WEE)

• Provide inputs to the annual work plans and lead the implementation of projects activities and initiatives under WEE thematic area, according to UN Women Strategic Note and Project Documents;

• Gather inputs and coordinate the preparation of periodic narrative progress reports and expenditures status reports to the Programme Manager and designated focal points in RO and HQ;

• Provide support for programme implementing partners’ selection, establish and maintain good relationship with implementing partners on project implementation, working together with relevant team members;

• Provide support to programme implementing partners to ensure quality programme implementation through technical assistance, mentoring, training, cross-partner learning, and capacity development initiative;

• Work together and collaborate with other thematic area Programme thematic leads/managers (Governance, Women, Peace and Security and Ending Violence Against Women) to develop synergies and cross learning of programme development and implementation;

• Collaborate with UN Women Regional Office of Asia and the Pacific (ROAP) to implement programme on WEE and Sustainable Livelihoods;

• Record and maintain documents on relevant Programme activities, issues, and risks.

 

2. Provide substantive technical inputs to the management of people and finances of the projects and initiatives under WEE thematic area

• Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;

• Monitor the allocation and disbursement of funds to implementing partners, vendors and consultant, provide support to review partners and vendors’ reports;

• Prepare documentations and reports for project closures, including asset transfers to partners;

• Supervise the designated Programme Associates and Assistants.

 

3. Provide technical inputs to  the monitoring, reporting, evaluation and learning

 

• Provide projects/programmes annual and quarterly reports; donor reports and other UN Women corporate reporting requirements, review the submission of implementing partner financial and narrative reports;

• Collect data and all necessary information for monitoring and reporting on programmes and projects from the planning to the evaluation phase;

• Provide information to update the programme monitoring framework to track the implementation of activities and the expenditure of funds, working together with Monitoring and Reporting focal point of the Country Office to support regular monitoring visits, develop monitoring instrument and monitor the programme monitoring and evaluation framework of the Programme.

 

4. Support partnership engagement with stakeholders and partners for strategic collaboration and resource mobilization

• Support the Programme Lead to identify, engage and manage relationships with key stakeholders and partners at national and sub-national level to support implementation and expansion of the WEE Programme/Portfolio focusing on, but not limited to green economy, establish strategic partnership and strengthen position of UN Women as thought leader in WEE;

• Provide technical support to identify, plan and engage strategic stakeholders (government, private sectors, businesses/private sectors, and development partners).

• Contribute and participate actively in the UN coordination mechanism (Working Groups, Gender Theme Groups), donor coordination (Gender Equality and Women’s Empowerment Coordination Group – GEWECG) on the issue related to WEE and green/blue economy.

Required Skills and Experience

 

Education and certification:

 

• A master’s degree or equivalent in economics, business, public administration, law, human rights, gender equality, social sciences, or other related fields with a minimum of 2 years of working experience is required. 

• Alternatively, a Bachelor’s degree in the above fields with a minimum of 4 years of relevant working experience.

 

Experience:

• At least 2 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building.

• Experience in working on gender equality and women’s empowerment and/or gender mainstreaming in programme/project related to economic development.

• Experience in any of the following: entrepreneurship capacity building, private sector engagement, development financing, gender lens investing and sustainable livelihoods or green economy/climate change programmes is preferred.

• Experience in working with the UN, international/development organizations and/or development bank is an asset.

 

Language Requirements:

• Fluency in writing and speaking in English and Bahasa Indonesia is required.

• Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
