The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) supports projects to reverse the deterioration of the Earth’s stratospheric ozone layer and reducing consumption of high global warming hydrofluorocarbons (HFCs). It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The Multilateral Fund is managed by an Executive Committee (ExCom) with an equal representation of seven industrialized and seven Article 5 countries that are elected annually by the Meeting of the Parties. The Committee reports every year to the Meeting of the Parties on its operations, and it is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org). This position in based at the Montreal duty station. Under the overall guidance of the Chief Officer and the direct supervision of a Senior Programme Management Officer of the Secretariat of the Multilateral Fund, the incumbent will perform the following duties:
Responsibilities
1. Project review: a) Researches, analyses and evaluates the feasibility of the implementation of national strategies and actions plans to phase-out the consumption and production (where applicable) of chemicals controlled by the Montreal Protocol used in various industrial sectors in accordance with the schedule agreed by the Parties to the Montreal Protocol, submitted by the bilateral and implementing agencies of the Fund on behalf of 145 developing countries. During the process, identifies issues and propose alternative approaches to address them; b) Reviews and assesses the technical viability, environmental soundness, including energy efficiency considerations, where relevant, and level of incremental costs (funding requests) of the investment projects and technical assistance programmes supporting the national phase-out strategies and action plans submitted by developing countries. During the process, discuss with representatives of the bilateral and implementing agencies on issues identified with the projects, proposes options to address them and agrees on the adequate level of funding to be approved; c) Researches and analyses different sources of information (e.g., technical reports, studies, surveys and assessments) to evaluate the technical feasibility and economic viability of projects to demonstrate alternative technologies to replace substances controlled by the Montreal Protocol under the conditions prevailing in developing countries with a view to present options and make recommendations to the Executive Committee; d) Analyses and ensures consistency of the data contained in national phase-out plans and project proposals submitted by the bilateral and implementing agencies through cross reference checks of official data reported by developing countries to the Multilateral Fund Secretariat, the Ozone Secretariat, and/or other sources; e) Prepares and develops documents describing the national phase-out plan, the investment and technical assistance programmes contained therein; policy and/or technical issues that were identified during the review and how they were satisfactorily addressed; and recommends the level of funding to be approved to allow the successful implementation of the phase-out plan. Based on this document, the Executive Committee would be able to take a decision on the funding level to be approved; f) Presents national phase-out plans and/or project proposals during the meetings of the Executive Committee as required and addresses queries raised by the Executive Committee. Performs a comprehensive review of the report of the meetings of the Executive Committee and proposes changes as required. 2. Support to the business planning and progress reporting of the Multilateral Fund: a) Provides substantive inputs to the progress reports submitted by bilateral and implementing agencies taking into consideration the extensive analysis undertaken in several of those projects; identifies issues and proposes corrective actions; b) Reviews projects and activities submitted by bilateral and implementing agencies in their business plans and identifies potential overlaps to ensure consistency with data submitted, and address data and information gaps by communicating with the responsible officers. c) Identify problems and issues to be addressed in the accessibility of the databases submitted by bilateral and implementing agencies and propose corrective actions; d) Participates in discussions of issues identify during the project review by other staff and/or policy documents to be prepared in response to specific decisions by the Executive Committee and provides written substantive comments on draft documents prepared by other staff, as required. e) Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 3. Participation at meetings related to the Multilateral Fund: a) Prepares technical and/or policy related documents and presents them for discussion at the inter-agency coordination meeting convened by the Secretariat; revises and finalizes the documents based on the discussions; participates in the discussions of the agenda items of the meetings and provides substantive comments on the final report of the meetings; b) Participates as the representative of the Fund Secretariat at regional network meetings of ozone officers, presenting recent decisions adopted by the Executive Committee, addressing policy and technical issues and queries raised by the participants (Government officials), and providing comments to the reports of the meetings; c) Participates at meetings convened by the Parties to the Montreal Protocol as required; assists in the preparation of presentations by the Fund Secretariat to those meetings and responses to questions raised by Government officials if required. At the margins of the meetings, undertakes bilateral discussions with stakeholders on relevant issues related to the Multilateral Fund. 4. Perform other related duties as may be assigned.

Education
Advanced university degree (Masters degree or equivalent) in the environmental field, programme management or related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of seven (7) years of progressively responsible experience in project or programme management, administration, or related area is required. Experience working in multilateral environmental agreements at a national or international level is required. Experience in developing and/or presenting reports and data is desirable. Experience in facilitating meetings is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
