This position is located in the Conventional Arms Branch (CAB) of the United Nations Office for Disarmament Affairs (ODA) in New York. The Programme Management Officer reports to the Chief of CAB. CAB is responsible for providing substantive support for the role of the United Nations in preventing the proliferation of conventional arms and supporting Member States in the implementation of measures and instruments on conventional arms regulation, including small arms and light weapons (SALW). Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions with regard to the fellowship training programme on small arms and light weapons in different regions.
  • Liaises with key stakeholders and identifies, develops and maintains strategic partnerships.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Keeps abreast of latest trends and developments in the area of assignment and tailors programme accordingly.
  • Generates survey initiatives; designs data collection tools; conducts interviews, reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying experts and participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, political science, international relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, administration, political science, international relations or related area is required. Three years’ experience in Small Arms and Light Weapons control programme management including donor relations is required. Experience in the disarmament training programmes is required. Experience in developments in the field of disarmament and arms control is required. Experience in data analytics or related area is desirable.

Languages

  • Fluency in both written and spoken English is required. Knowledge of French and/or Spanish is required. Knowledge of another official United Nations language is desirable.
