Org. Setting and Reporting
The Department of Safety and Security (UNDSS) is responsible for leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This post is located in the Strategic Partnerships and Policy Unit (SPPU) within the UNDSS Division of Partnerships and Specialized Support (DPSS). The incumbent will report to the Chief of SPPU. The role of SPPU includes, among others, researching and consulting policy positions in support of the development of guidance of the United Nations Security Management System and coordinating and preparing information and substantive inputs for the Department and the UNSMS to United Nations legislative bodies, and liaising with United Nations oversight bodies. Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned security management policy programmes/projects; monitors and analyzes their development and implementation; reviews relevant documents and reports; and liaises with the Inter Agency Security Management Network (IASMN) and other partners to support follow-up actions. • Performs consulting assignments, in collaboration with the IASMN and other partners, by planning facilitating workshops or symposia, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy consultations and development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions for reports to the United Nations legislative bodies and for security professionals of the UNSMS. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and inter-governmental meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc. for UNSMS security professionals and partners; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, political or social sciences, law, or a related field. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of five years of progressively responsible experience in policy development, project or programme management, security management, administration, or related area is required. Prior experience with inter-agency consultations within the United Nations common system or other international or non-governmental organisations is desirable. Experience with security-related disciplines within the United Nations common system or other international or non-governmental organisations is desirable. Experience in using applied analytics, business intelligence, information management to support decisions, strategies and execution is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of additional official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
