Grant Management
1. Communicable Diseases monitoring system setup/strengthening support
Work closely with the Programme Manager and programme team to provide the partner organizations with technical support and oversight on the design, planning, development and implementation stages of communicable diseases monitoring setup/strengthening in the select locations:

Identify training needs and support/facilitate the design and implementation of capacity building plans for health workers for communicable diseases monitoring system

Develop the training plans, develop training tools, organize training sessions for health care staff, partners, and fund management office and submit the training reports to Senior Program Manager/Program Specialist

In collaboration with relevant technical agencies, develop and/or adapt Standard Operating Procedures (SOPs) about the communicable diseases monitoring information management system

Lead/provide technical support for strengthening the communicable diseases information management system, conduct/generate analysis reports regularly.

Prepare regular reports on monitoring system including epidemiological analysis and help produce learning papers throughout the process of implementation

Conduct disease-specific risk assessments in coordination with the relevant stakeholders and technical agencies in the select locations

Contribute to the development of TOR by hiring consultants from implementation partners and working closely with those Consultants to strengthen communicable diseases monitoring system and case management.
2. Support case management of communicable diseases
Work closely with the immunization specialist and programme team to provide the partner organizations with technical support and oversight on communicable diseases case management activities

Identify training needs and support the design and implementation of capacity-building plans for health workers for communicable diseases case management activities

Develop the training plans, develop training tools, organize training sessions for health care staff, partners, and fund management office and submit the training reports to Senior Program Manager/Program Specialist

Guide/co-facilitate the case management mechanism of the partner organizations

Serve as a technical resource to the partners concerning case management
-
Support the development of risk communication and community engagement strategies and materials relating to communicable diseases
3. Grant Management
-
Serve as a technical focal person in managing assigned grants of implementing partners through budget revisions, report clearances, regular meetings and monitoring visits

Support the M&E team in developing indicators for oversight, impact and learning of communicable disease monitoring system and case management
-
Work with the M&E team and regional programme teams for the performance review, thematic review, mid term and annual review as relevant for the programme context.

Contribute to report clearance processes submitted by implementation partners, and contribute to the progress report, especially for the communicable diseases monitoring system and case management.

Serve as a technical resource person in developing technical specifications for the procurement of medical equipment, goods, and consumables and was involved in the evaluation team.

Contribute to the mid-term and final evaluation of the program, especially for the communicable diseases monitoring system and case management.
Impact of Results
The effective and successful achievement of results by the Programme Management Specialist affect the set-up/strengthening of communicable diseases monitoring system, implementation of communicable diseases case management and grant management activities in the Fund’s select locations. This ensures improved capacities of partner organizations and promotes the image and credibility of UNOPS as an effective service provider for health care services. This enhances UNOPS’ competitive position as a partner of choice in health service provision as well in the country/region served.
Education/Experience/Language requirements
- A Master’s degree in a relevant discipline preferably in public health, epidemiology and any other related field.
- A Bachelor’s degree with 2 additional years of relevant experience may be accepted in lieu of master’s degree.
Experience
- At least 5 years of relevant experience in the management of public health or development programs is required with a master’s degree
- Within these 5 years, at least 3 years of experience managing and working for communicable diseases monitoring system and case management is desirable
- Experience working for public health programmes in ethnic areas is highly preferable.
- Demonstrated ability to work with minimal supervision in a complex environment is an asset
- Advanced writing and analytical skills is desirable
- Experience in the usage of computers and office software packages (e.g. MS Office newer versions, Google Suite Applications) is required.
Language
- Fluency in English and Myanmar is required
