Org. Setting and Reporting
This position is located in the UNODC Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Nairobi, Kenya. The Programme Officer will work under the overall supervision of the Regional Representative, ROEA and the direct supervision of the Head of Programmes for Transnational Organized Crime, Illicit Trafficking and Terrorism Programme. The focus of this job is the implementation, monitoring and evaluation of programmes, operations, and other activities in the assigned functional area. Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of the programme with specific focus on strengthening gender equality and women empowerment in law enforcement to better counter transnational organized crime, Sexual and gender-based violence (SGBV), terrorism and violent extremism, and on modernization and professionalization of police service trainings and training environments; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Coordination of the collaborative work of consultants, local partners, and other UN staff. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science or related is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience in similar fields may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management or related area is required. Work experience in regional law enforcement capacity building and technical assistance programme/project development, management and coordination is required. Work experience in gender dimensions in criminal justice responses to crime programme/project development, management and coordination is required. Work experience within the United Nations system or other international organization is desirable. Work experience in a field office setting is desirable. Work experience in coordinating with regional cooperation mechanisms is desirable. Work experience with donor funded programmes is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English with good drafting ability is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
