Programme Officer

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. 

The incumbent will work in the OSCE Mission to Serbia’s Comprehensive Security Unit of the Security Co-operation Department.

Tasks and Responsibilities

Under the supervision of the Senior Police Adviser, the incumbent provides expertise in developing and implementing the Department’s projects focused on a comprehensive approach to security, with an emphasis on inclusive security and police accountability/transparency. Namely, the incumbent is responsible for:

Advising the supervisor, Head of Department and Mission senior management on the Mission’s approach and strategy in the field of internal affairs, including the conceptualization and implementation of programmes (capacity-building measures, workshops, comparative and cross-departmental approaches) and the prioritization of programmes to better achieve the Mission’s goals in the area of inclusive security and police accountability/transparency while applying cross-dimensional and human-rights based approach; 

Acting as the Mission’s point of contact for both inclusive security and police accountability/transparency issues, including with the host country’s authorities, civil society organisations, TNTD/SPMU, OSCE executive structures and other international organisations; 

Designing, implementing, monitoring and evaluating activities aimed at addressing shortcomings in the field of inclusive security and police accountability/transparency in Serbia; conducting research and needs assessments with relevant actors that support state institutions in fulfilling their international and domestic legal and policy obligations in the said fields; 

Contributing to preparation of draft strategies, action plans, and other policy documents as requested by the host country, specifically providing advice and recommendations to ensure that those documents/policies comply with principles of democratic policing; 

Providing subject matter expertise and technical assistance internally and to state institutions, international organizations, and other relevant actors by representing the Mission at national and international conferences, meetings, working groups, and other public fora related to cross-dimensional and human-rights based approach to security sector / police reform; 

Conceptualizing, facilitating and delivering capacity-building events in the area of inclusive security and police accountability/transparency.

Necessary Qualifications

  • Citizenship of or permanent residence in the Republic of Serbia;
  • First-level university degree in security sciences, political science, social studies, humanities, law or related field;
  • A minimum of two (2) years of professional-level experience in project development and implementation, including monitoring and evaluation, in the field of security sector reform, preferably in an international environment;
  • Excellent knowledge of security sector / police reform issues, including profound insight to the situation in the region;
  • Knowledge of international commitments, European best practices in the area of security sector / police reform, as well as legislative and policy developments related to security sector reform issues at the national level;
  • Knowledge of the work of international organizations, state institutions and civil society organizations in the field of security sector / police reform;
  • Professional experience in delivering lectures and conducting workshops;
  • Knowledge of OSCE or similar administrative framework would be an asset;
  • Computer literacy with practical experience in Microsoft applications;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender and youth perspective into task and activities;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.
