OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall supervision of the Director of the UNESCO Institute for Lifelong Learning (UIL) in Hamburg, Germany and the direct supervision of the Team Leader (TL), the incumbent will provide support to the planning, coordination, and implementation of programmes on digital learning for lifelong learning and adult education. In particular, the incumbent will contribute to the development of research and capacity-building activities on digital technologies for lifelong learning and adult education as envisioned in the UIL’s Medium-Term Strategy (2029). 

Project planning, implementation and monitoring

• Conceptualize, plan, implement, and monitor innovative projects and activities on digital technologies for lifelong learning and adult education at the global and national levels.
• Initiate, implement, evaluate, and monitor new projects, programmes and capacity-building activities with a focus on digital technologies in and for lifelong learning, adult education, and literacy, especially two ongoing projects on adult educators’ digital competency. 
• Develop, expand, and promote the training and capacity-building offers and opportunities for digital learning in and for lifelong learning and adult education through online, offline, and hybrid modalities.
• Manage the UIL’s Learning Hub, an online training and capacity development platform. 
• Contribute to the UNESCO and UIL programme planning and reporting frameworks. 

Research and knowledge production

• Conceptualize, implement, and produce state-of-the-art and foresight policy research on digital technologies in and for lifelong learning and adult education, with strong emphasis on intersectoral and cross-sectoral dimensions.
• Develop and implement partnership research projects with a wide range of stakeholders, especially scholars, universities, and research institutes, including the relevant UNESCO Chairs. 
• Organize regular webinars and seminars on the theme of emerging technologies and adult education from a lifelong learning perspective. 
• Contribute to cross-cutting policy research and publications at the institute and at UNESCO in general from the perspective of digital technologies and adult education and learning. 

Networking and partnership development

Tap into his/her existing networks to strengthen and forge new partnerships with government, civil society, academia, and private sector agencies working in the area of digital technologies in and for lifelong learning and adult education. 
• Contribute to mobilizing additional funding for policy advice, technical support, and research on the issues of digital technologies and adult education, with a specific focus on the UNESCO priority areas and related to emerging issues and trends in technologies, by preparing innovative project proposals and partnership cooperation. 
• Maintain and enrich the coordination and collaboration with relevant UNESCO Headquarters, Institutes, Field Offices, and other UN agencies.

REQUIRED QUALIFICATIONS

Education
• Advanced University degree (at least Master’s degree) in education, statistics, sociology, economics, or a related area.
Work Experience
• A minimum of 5 years of professional experience in the field of adult education and/or ICT in education, of which preferably 2 years have been acquired at the national and international level.
• Proven experience in formulating, implementing, and monitoring innovative ICTs in education policies, strategies, programmes, and projects with set deadlines and multiple reporting expectations.
• Proven experience in fundraising and resource mobilization, including with private sector agencies.
• Demonstrated experience in networking with a diverse range of partners on ICTs in education, with a particular emphasis on adult education and learning. 
• Experience working with multicultural teams; proven experience in managing complex deadlines with other team members and with tight deadlines. 
 Skills and competencies 
• Proven record of policy research and publications on digital technologies in and for lifelong learning and adult education. 
• Strong expertise in formulating, implementing, and monitoring digital technologies in education policies, strategies, programmes, and projects, at least in one of the regions of UNESCO.
• Successful experience in conceptualizing, planning, implementing, and monitoring innovative and complex EdTech projects in adult education and learning with multiple stakeholders. 
• Excellent track record in fundraising and resource mobilization for state-of-the-art projects on digital technologies in adult education.
• Proven record of networking with a diverse range of partners on ICTs in education, with a particular emphasis on adult education and learning. 

Languages
Excellent knowledge (written and spoken) of English. 

 
 
 
 

DESIRABLE QUALIFICATIONS

Education
• Advanced university degree (PhD or equivalent) in the field of educational technologies in adult education, public policies, international development, or a related field.

Languages
Working knowledge of French, Spanish, or any other UN language.
