Programmer/AnalystSurgical Patient RegistryVancouver, BCThe Programmer/Analyst develops and maintains complex new and existing clinical and business application systems within IM/IT which impact several functional areas throughout the PHSA. The Programmer/Analyst designs, programs, tests and implements clinical and business applications as well as maintaining application code. The Programmer/Analyst works together with other IM/IT staff, including the Senior Developer/Architect, Senior Business Analysts, Systems Analysts, technical services as well as client personnel to ensure that applications are built according to user requirements and departmental standards. The Programmer/Analyst assists with project planning, design reviews, system testing, and deliverables for clients.What you’ll do

  • Conducts feasibility studies for clinical and business applications through methods such as determining user department requirements, examining and identifying problems with existing systems and recommending modifications to existing and/or new systems. Provides details of estimated implementation costs including associated staffing requirements.
  • Develops specifications for complex clinical and business application systems such as integrated systems which impact several functional areas throughout the PHSA by performing duties such as gathering detailed information from user departments, developing and documenting systems and procedures, designing forms, preparing flow charts and detailing hardware and software specifications, and preparing detailed implementation plans.
  • Designs new applications based on user requirements and according to departmental standards by performing tasks such as prototyping and producing screen shots during the design phase to ensure concurrence between all parties on the application design.
  • Programs new applications to departmental standards using application development tools such as Visual Studio .NET in a .NET Framework.
  • Assists the Senior Developer/Architect to maintain and enhance the application development infrastructure by performing tasks such as completing feasibility studies, current state analysis, and business process redesign, using formal data gathering techniques and analysis tools such as, business process flowcharts, data flow diagrams, and data entity diagrams, and using software packages such as the MS Office suite including MS Project, Access and Visio.
  • Assists the Senior Developer/Architect in the production of system design specification, particularly relating to areas where the capabilities of the development tools restrict design and to offer alternatives by performing tasks such as researching and testing new and emerging technologies and makes recommendations to the Senior Developer/Architect or designate.
  • Provides support for a variety of applications by performing tasks such as maintenance, modification and enhancement tasks according to departmental standards and utilizing tools such as Visual Studio, Powerhouse, Oracle Developer, PowerBuilder, and Crystal Reports and other query tools.
  • Maintains contact with the Senior Developer/Architect and/or Senior Business Analysts with regard to items such as progress, issues, and suggestions for improvement by performing tasks such as preparing progress reports, documenting any immediate or potential problems.
  • Estimates, monitors and reviews time spent on projects such as new software development projects, system enhancements and major bug fixes using tools such as MS Project and provides information to the Senior Developer/Architect to assist in ensuring deadlines and project goals are met.
  • Submits source code, systems documentation and work in progress, for backup and version control using tools such as Visual SourceSafe.
  • Ensures that Quality Assurance (QA) best practices are maintained by performing tasks such as unit testing, user acceptance testing, code reviews, post implementation analysis and other QA activities to departmental standards.
  • Ensures that deployed applications are sustainable by performing tasks such as documenting programming changes, participating in system implementation, and writing and maintaining system documentation to departmental standards.
  • Performs other related duties as required.

What you bringQualifications

  • Graduation from a recognized degree or diploma program in Computer Science, three years of recent related experience or an equivalent combination of education, training and experience.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to deal with others effectively.
  • Physical ability to carry out the duties of the position.
  • Ability to organize work.
  • Ability to write programs in a variety of programming languages.
  • Ability to operate related equipment.
