The UNDP Country Office in the Kyrgyz Republic, under the “Accountable Institutions, Justice and Peace” portfolio, is currently implementing several strategic initiatives.

These initiatives aim to strengthen accountable and responsive justice institutions, build trust in state-society relations, and ensure inclusive processes that promote legal empowerment and access to justice for vulnerable populations, particularly women, youth, minorities, and persons with disabilities.

Additionally, these initiatives focus on strengthening civil society, promoting and protecting human rights in business, and advancing environmental justice.

The UNDP project “Strengthening Human Rights and Equal Access to Justice in the Kyrgyz Republic” (3rd phase) is designed to support the current legal aid and justice reform agenda of the Kyrgyz Republic.

This project aims to foster a more strategic, coordinated, responsive, gender-sensitive, and sustainable implementation in line with the adopted national legal aid framework.

It also ensures compliance with human rights and international standards related to the administration of justice, including fair trials, due process of law, and equal access to justice for persons with disabilities, women, and rural communities.

Under the supervision of the Senior Advisor on Strengthening Democracy and Rule of Law, and the overall guidance of the Team Leader of the UNDP Social Cohesion and Governance Cluster, the incumbent will provide technical support to manage and implement UNDP’s free legal aid interventions.

Duties and Responsibilities
Technical Support and Capacity Building:
  • Assist in the day to day management and implementation of UNDP’s free legal aid interventions.
  • Provide technical expertise to UNDP and national stakeholders  to ensure legal aid services are responsive, gender-sensitive, and aligned with international standards.
  • Support the development and dissemination of legal aid tools, guidelines, and training materials.
  • Organize and conduct training sessions for legal aid providers, government officials, and community leaders on topics related to access to justice, human rights, and legal empowerment.
  • Support capacity-building initiatives to enhance the skills and knowledge of stakeholders involved in the legal aid system.

Coordination and Partnerships:

  • Collaborate with national and local stakeholders, including government institutions, civil society organizations, and international partners, to strengthen the legal aid system in the country.
  • Facilitate coordination meetings and maintain regular communication with partners to ensure the effective implementation of legal aid activities.

Monitoring and Evaluation:

  • Develop and implement monitoring and evaluation frameworks to assess the impact of legal and          interventions.

Collect and analyze data to measure progress and identify areas for improvement.

  • Prepare regular reports on project achievements, challenges, and recommendations for future actions.
  • Design and implement comprehensive monitoring and evaluation (M&E) frameworks that track the performance and impact of legal aid interventions.
  • Ensure that M&E processes are robust and provide actionable insights.
  • Gather and analyze quantitative and qualitative data to measure the effectiveness and reach of legal aid services.
  • Use data to identify trends, successes, and areas needing improvement.

 

Advocacy and Knowledge Management:

  • Promote awareness of legal aid services and the importance of access to justice through advocacy campaigns and public outreach activities.
  • Document best practices and lessons learned from legal aid interventions and share knowledge with relevant stakeholders.
  • Contribute to the development of policy recommendations to improve the legal aid framework in the Kyrgyz Republic.
  • Share knowledge and findings with stakeholders through reports, presentations, and workshops to inform policy and practice

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the overall guidance Team Leader of the UNDP Social Cohesion and Governance Cluster and direct supervision of Senior Advisor on Strengthening Democracy and Rule of Law, the Project Analyst (Free legal aid) cooperates with UNDP staff in the Kyrgyz Republic, governmental and non-governmental organizations to implement activities outlined in the approved project documents, work plans related to access to justice portfolio.

Required Skills and Experience
Education:
  • Master’s degree in law, political science or relevant field is required.
  • Bachelor’s degree in the areas mentioned above in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the Master’s degree.
Experience:
  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of relevant experience at the national or international level in legal aid, access to justice, human rights, or related areas is required.

Languages:

  • Fluency in English, Russian and Kyrgyz languages is required.

Required Skills:

  • Experience in using computers and office software packages such as (MS Word, Excel, and PowerPoint) and web-based management systems is essential.
  • Experience in working on development projects including planning, implementation, and monitoring of development projects is required

Desired Skills:

  • Good knowledge understanding and experience of free legal aid concept is desired.
  • Experience in working with vulnerable groups is a strong asset.
  • Prior experience working with UNDP or other international organizations is an advantage.
  • Experience/Knowledge of UNDP policies and procedures is a strong asset.
