Background:
NOTE: Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 31 December 2025.
The post is located in the Department for Security Co-operation (DSC) within the OSCE Mission to BiH. It is an extra-budgetary (ExB) post within the project Addressing Security and Safety Risks of Illegal Possession, Misuse and Trafficking of SALW and their Ammunition in Bosnia and Herzegovina that is currently envisaged to last until 31 December 2025. In addition to this post, the project also comprises the following ExB posts: Project Assistant (G5), Procurement Assistant (G5), National Project Officer (NP1) and Project Manager (P2). The Department for Security Co-operation (DSC) implements the Security Co-operation (SC) Programme, including three Unified Budget (UB) projects: Politico-Military Affairs & Arms Control; Anti-Terrorism; and Security Governance & Co-operation.
The main purpose of the post is to support the implementation of the OSCE Mission’s ExB project Addressing Security and Safety Risks of Illegal Possession, Misuse and Trafficking of SALW and their Ammunition in Bosnia and Herzegovina, including by providing administrative and budgetary assistance, as well as assistance in the preparation and organisation of project activities – such as awareness-raising and capacity-building events, workshops, trainings, and conferences.
Tasks and Responsibilities:
Under the direct supervision of the National Project Officer (NP1), and the overall supervision of the Project Manager (P2), the successful candidate will be tasked with the following duties:
1. Providing effective support to project development, implementation, monitoring and evaluation/ assessment, including by assisting in organizing project activities, events and meetings; liaising with counterparts and facilitating their participation; supporting the development of financial and narrative reporting inputs as well as other relevant internal documents – such as budget requests, travel authorisations, and terms of reference; and providing administrative and clerical support that also entails the conducting of travel arrangements and provision of administrative instruction to suppliers. Assisting in the Project budget planning and implementation by following the budget activity implementation and
co-ordination of budget allocation by tasks. Co-ordinating and following up internally and externally as needed, also to ensure that due dates and expectations are met;
2. Assisting with drafting and quality assurance, including in preparation of correspondence, activity/ event minutes and summaries, other types of reports, concept notes, and briefing papers, ensuring conciseness, accuracy, correct grammar, and adequate style/format – following OSCE manuals and management guidance;
3. Conducting research and assisting with analytical assessment and preparation of actionable knowledge products to inform decision-making, including as part of programme – and project-level planning, and also to propose opportunities and solutions for improvement;
4. Ensuring effective information and knowledge management for project implementation and evaluation/ assessment, including by collecting and organizing information and data, producing, maintaining and updating files/documents in line with the Mission’s file naming convention, and co ordinating as needed with the Mission’s Document Centre regarding all tasks related to archiving;
5. Providing effective translation and consecutive interpretation into the languages of Bosnia and Herzegovina and English, including by translating strategies, policies, legal texts (such as laws and court documents), articles, and incoming and outgoing official and informal communication;
6. Attending meetings and events, liaising with government, international and civil society counterparts as directed, and assists with the development and delivery of presentations and briefings to other Mission staff and/or to external partners/counterparts as required.

Necessary Qualifications:
- Completed secondary education, supplemented by specialized training or formal studies in the field of administration and/or project management.
- Minimum four (4) years of working experience in administration and programme/project implementation;
- Ability to conduct effective and efficient research and to collect, organize and analyse information and data from the full range of sources and resources;
- Demonstrated ability to multitask and to meet deadlines in a highly dynamic and demanding environment;
- Ability to effectively interact, establish and maintain effective working relationships within a diverse team as well as with external counterparts, provide and receive constructive feedback, and apply guidance;
- Demonstrated gender awareness and sensitivity, and a proven ability to integrate a gender perspective into programming and activities;
- Professional fluency in English with excellent communication (both oral and written) skills and in the local languages;
- Computer literate with practical experience using Microsoft applications.
Desirable:
- Prior experience working for government institutions and/or international organizations would be an asset.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 2,362.17 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
