Closing Date: 10/15/2024Job SummaryThe successful candidate will lead the development of an integrated parking permit program that will reconcile all of the City’s parking permits, considerations, and parking regulatory requests into one cohesive program to provide a one-stop-shop for residents for parking products, regulatory requests and solutions. The Parking Permit Review and Program will be undertaken in two components: Component One – the reconciliation of parking regulations, processes, and programs into one parking program; Component Two – the development or procurement of a technological solution for the management of the program and engagement tool for residents and customers to access the program. Upon completion of the Parking Permit Review and Program Project, the Project Leader will undertake projects related to the development of parking policy, programs, and strategies required to deliver the recommendations of the City’s Parking Master Plan.Duties and Responsibilities

  • Manage the development and completion of a comprehensive parking permit program and development or procurement of a program management tool.
  • Be accountable and for developing and maintaining the project plan and schedule including the delivery of the project’s charter and any required procurement plans.
  • Prepare all updates and reports to the Manager, Director, Steering Committee, LT, and Council.
  • Report to Project Steering Committees for budget control, scope control, and resource management.
  • Direct the day-to-day operation of the project including overseeing project requirements including budget, liaising with Director and Core Team, managing the relationship with external consultants (hiring, monitoring, invoicing, deliverables).
  • Manage stakeholder consultation and input including developing and implementing outreach, consultation, and communication plans.
  • Prepare regular project status updates and compile and store all data, reports, and reference materials.
  • Author interim, draft, and final written project reports as well as appendices, presentations, and submissions necessary for LT and Council approval.
  • Undertake projects related to the development of parking policy, programs, and strategies required to deliver the recommendations of the Parking Master Plan.
  • Perform other duties as assigned.

Skills and Qualifications

  • University degree in the areas of Business, Public Administration/Political Science, Transportation/Civil Engineering, Urban Planning, or equivalent, along with a minimum of 5 years’ experience in transportation planning, project management, or public administration.
  • Certification in Project Management is an asset.
  • Experience leading major policy driven operational projects.
  • Strategic thinker who understands the relationship between parking operations, land use, and the City’s vision for future transportation modal split.
  • Preparing written reports, delivering presentations, managing stakeholder relations, managing external consultants, and understanding project management principles; and conducting primary and secondary research and data analysis.
  • Excellent organizational and project management skills, including; the ability to build consensus and work with many different stakeholders.
  • Excellent communicator with strong written and verbal skills who is able to convey complex ideas through multiple communication channels.
  • Strong interpersonal, facilitation and negotiation skills to deal with complex and controversial issues through collaboration and relationship building.
  • Demonstrated ability to work in a fast paced environment and at ease working with the community, business leaders, elected officials, and senior levels of leadership; as well as, the ability to assess issues/problems and present innovative and pragmatic solutions.

Hourly Rate/Salary: $ 94,982.00 – $ 126,643.00
