Mission and objectives

ONU Mujeres, es la Entidad de las Naciones Unidas para la Igualdad de Género y el Empoderamiento delas Mujeres, está presente en Bolivia desde el año 2010 con el mandato de contribuir a la implementación de todos los compromisos de derechos humanos de las mujeres asumidos y ratificados por el Estado Plurinacional de Bolivia.

Context

In the last ten years, the Plurinational State of Bolivia has made significant progress in ensuring women’s rights and compliance with international agreements. However, in the area of economic rights, Bolivia has not achieved the same progress. The economic and productive roles of women continue to be highly ignored and underestimated in the national context, where four out of ten women live in poverty, and the majority come from rural and indigenous populations.
The Bolivian Government has started the economic and productive reconstruction of the country by identifying the characteristics of the productive capacities of the different regions, which are enhanced and prioritized in the formulation of the 2021 – 2025 Economic and Social Development Plan “Towards Industrialization with Import Substitution”. This plan is based on the sustainability of the productive and industrial balances in the country, through import substitution, productive chain policies, and the maximization of surpluses generated by national production.
UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls, empower women, and achieve equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.
Since 2013, the UN Women’s Office in Bolivia has been established as a country office with the goal of strengthening its presence to adequately respond to the challenges the country faces in empowering women and advancing their rights. The UN Women’s Office invests technical and financial efforts to incorporate women’s rights into the normative framework being designed in Bolivia and supports the implementation of current legislation in favour of women. It also aims to strengthen its capacity to coordinate with the State and civil societ,y and its public presence to open spaces for analysis and dialogue for the support of women’s rights.
The Ministry of Productive Development and Plural Economy (MDPyEP), PRO-BOLIVIA and UN Women Bolivia, are starting the implementation of the Project, ” Strengthening of Productive Units led by Women with a Gender approach in Bolivia,” funded by Korea International Cooperation Agency (KOICA), which aims to: 1) Improve the entrepreneurial capacities of productive units managed by women, developing and applying a gender approach to financial, productive, and commercial support processes; and 2) Promote the exercise of women’s social and economic rights, through the implementation of measures and actions within the framework of the unpaid care economy. The project has been implemented in six targeted municipalities in the department of La Paz and Santa Cruz.
In this context, there is a need to hire an International UNV Specialist in Economic Empowerment as a Project Coordinator.

Task description

Under the supervision of UN Women, the International Women’s Economic Empowerment Programme Specialist is responsible for managing the development, implementation, monitoring, and reporting of the KOICA-funded project, working with programme teams and coordinates directly with MDPyEP, Pro-Bolivia, national partners and stakeholders; the incumbent will:
I. Lead the Programmatic and Financial Coordination of the Korea International Cooperation Agency (KOICA) Funded Project ” Strengthening of Productive Units led by Women with a Gender approach in Bolivia”
– Lead the coordination and implementation of the KOICA-funded project ensuring effective collaboration with MDPyEP, Pro-Bolivia, and other implementation partners. This includes managing all aspects of project execution to adhere to planned objectives and timelines.
– Lead the management of the KOICA-funded project by collaborating closely with KOICA project teams and consultants ensuring that activities are effectively executed, and outcomes are achieved as planned.
– Operate under the close supervision of the Women’s Economic Empowerment Programme Specialist, maintaining transparent and consistent communication channels for reporting progress, and actively seek and incorporate feedback to align the project’s activities with overarching goals.
– Serve as a technical advisor to stakeholders, implementation partners, and other partners, promoting best practices and effective strategies for the successful implementation of the KOICA-funded project and advocating for gender-sensitive approaches and ensuring stakeholder engagement.
– Collaborate with counterparts from MDPyEP, PRO-BOLIVIA and others to organize, plan, and develop a comprehensive calendar of activities, ensuring all events and milestones are clearly scheduled and communicated working with KOICA programme teams.
– Implement Results-Based Management (RBM) principles to monitor the project’s performance. Prepare detailed narrative and financial reports in coordination with monitoring and reporting analyst, ensuring all aspects of the project are transparently and accurately documented.
– Monitor and review the financial execution related to the project, including the management of budgets within the frameworks provided by UN Women systems as required.
– Ensure the alignment of the programmatic and financial actions of the project with the public policy of Ministry of Productive Development and Plural Economy (MDPyEP) and the instruments and policies of UN Women.
Ensure proper implementation and timily delivery following the institutional policies and procedures.
II. Provide technical support to the area of economic empowerment of women at the UN Women Bolivia and Ministry of Productive Development and Plural Economy (MDPyEP):
– Contribute to strengthening the area of economic empowerment of women within the framework of the strategic note of the UN Women Bolivia and MDPyEP, identifying and developing opportunities to articulate the project with other initiatives.
– Ensure the proper use of the corporate image of UN Women, MDPyEP and the donor in publications and events.
– Prepare public policy documents, talking points, presentations, and other materials that may be required by the representation of UN Women, Ministry of Productive Development and Plural Economy (MDPyEP) , PRO-BOLIVIA and other counterparts.
– Regularly update and maintain accurate records of project results for Ministry of Productive Development and Plural Economy (MDPyEP), PRO-BOLIVIA, and other stakeholders.
– Ensure that all information is consistently up-to-date on UN Women’s reporting and monitoring platforms in accordance with global, regional, and national guidelines if is necessary.
– Actively establish and maintain partnerships with relevant stakeholders to support the KOICA funded project’s goals.
III. Establish partnerships and provide support in the development and implementation of resource mobilization strategies:
– Provide strategic assistance in the development and implementation of resource mobilization strategies, identifying potential funding sources, engaging with donors, and crafting proposals that align with the project’s objectives and the interests of potential funders.
