Impunity, weak accountability mechanisms, and corruption are key obstacles to Guinea-Bissau’s stability and peace consolidation, these are also barriers for socio-economic development. Years of recurring political instability and political deadlock have contributed to an environment for corruption to flourish in Guinea-Bissau. Public confidence in national institutions and business confidence for investment and economic stimulation remain low.

Since the new Government took power in February 2020, the fight against corruption has entered the country’s political agenda, becoming one of its main priorities. The harmful practices that limit institutions’ transparency and accountability have been highlighted by the authorities as one of the key challenges of the country that should be addressed. In 2021, upon a request by the President of the Republic, UNDP supported the development of a comprehensive and integrated anti-corruption strategy with the aim to identify mechanisms to prevent and combat corruption, promote a culture of transparency, integrity, and good governance involving different national and international stakeholders.

UNDP Governance Team has in its Rule of Law and Access to Justice portfolio a group of interlinked projects that aim at supporting and resourcing the implementation of the National Strategy to Fight Corruption in Guinea-Bissau by enhancing the capacities of State and non-State actors, including CSO’s to combat and prevent corruption. The goal is to create an environment based on shared ethical values conducive to change of behaviours and attitudes and where the internalization of concepts of transparency and accountability, particularly regarding the public management of national goods, meet the needs of the population and support the implementation of the national strategy to fight corruption and promote transparency using digital transformation and blockchain mechanisms as key tools. 

The key expected results of these project are: Strengthened anti-corruption national capacities; Improved transparency of State activities and budget expenditure; Enhanced transparency and accountability of public administration offices and processes; Strengthen national rule of law and democratic governance through the strengthening of effective institutions as credible guarantors of social cohesion and lasting peace and strengthening responses to corruption and accountability in public and private institutions through engagement of women and youth. 

Under the Governance Team there are complementary synergies that match the work on anti-corruption, namely:

  1. The project for Promoting Transparency and Accountability in Governance to Prevent Corruption and Build Peace that aims at supporting and resourcing the implementation of the National Strategy to Fight Corruption in Guinea-Bissau by enhancing the capacities of State and non-State actors, including CSO’s to combat and prevent corruption,
  2. The project for Building Strong Institutions for Sustaining Peace by strengthening the capacity of the National Assembly for political stabilization and reforms and by promoting the rule of law and ensuring equal access to justice for all,
  3. The Civil Society Observatory of Illicit Economies in Guinea-Bissau that focuses on working with civil society and State stakeholders to bolster monitoring and disruption of illicit markets while enhancing communities’ resilience to thrive to development,
  4. and the project to Support the implementation of the National Anti-Corruption Strategy building a culture of transparency and integrity so that national responses to corruption and accountability in public and private institutions are strengthened through engagement of women and youth.

3.    Scope of Work

Promote capacity building for audit institutions and public administration, including those institutions that form the mechanism to fight corruption in Guinea-Bissau.

Support the use of technology, such as blockchain and others in key State institutions. 

Promote a culture of transparency through Agents of Change.

Provide contextual understanding of the dynamics of illegal markets and associated political developments.

Provide technical support and assist to ensure that plans, strategies, and guiding principles are promoted to integrate measures to address the causes of corruption and the blocking of transparency. 

Collaborate with government entities and relevant stakeholders to continue review and update existing laws and regulations related to corruption prevention.

Provide training and capacity-building programs for regulatory bodies responsible for overseeing various sectors.

Assist public and private institutions in implementing transparency-enhancing measures. 

Support the establishment of accountability mechanisms that hold institutions and individuals accountable for corrupt practices.

Facilitate the active involvement of civil society organizations (CSO’s) in policy-making and decision-making processes related to anti-corruption efforts.

Organize regular multi-stakeholder dialogues and forums where government representatives, private sector leaders, civil society actors, and experts come together to discuss anti-corruption strategies, exchange best practices, and collectively develop solutions.

Support the creation of a task force on anti-corruption, composed of at least 40% of women.

Support the conduct of audits of the number of personnel to remove “ghost workers”.

Support the Ministry of Justice and Human Rights and the Ministry of Health of Guinea-Bissau to advance corruption prevention, foster transparency and strengthen accountability in the sector.

Support community outreach efforts by CSO’s and provide CSO’s with monitoring and evaluation workshops as well as train and establish a network of CSO’s and media practitioners to monitor and investigate corruption cases.

Support women and youth led CSO’s to produce an anti-corruption report from their perspective, providing concrete recommendations.

OTHER DUTIES

  1. Ensure the overall day-to-day management and implementation of projects outputs and activities as outlined in the Prodoc.
  2. Provide strategic guidance and management oversight to ensure projects implementation is on track in order to ensure the project achieves the planned results in accordance with relevant plans.
  3. Support the coordination work between UNDP Guinea-Bissau and other key partners like PBF, UNODC and GI-TOC to ensure synergies in the work and ensure effective communication.
  4. Contribute to mobilise resources for project expansion and for consolidation of the funds for the CSO’s grant scheme.
  5. Ensure implementation of project activities:
    1. Ensure the overall day-to-day management and implementation of project outputs and activities as outlined in the project document;
    2. Provide strategic guidance and management oversight to ensure project implementation is on track in order to ensure the project achieves the planned results in accordance with relevant plans;
    3. Assist in the preparation of Annual Work Plans (AWP) and mid-year, annual and final narrative reports;
    4. Liaise with partners to ensure smooth implementation of all project activities;
    5. Provide project management support to national implementing partners.
  6. Provide effective programmatic assurance and implement assurance activities:
    1. Monitor progress of implementation and update, when relevant, the AWPs;
    2. Monitor timely implementation of planned activities, assess the progress toward and the achievement of planned targets;
    3. Support preparation and review, as required, project reports (quarterly, annual and final) and ad-hoc documents to ensure that project reports are consistent with relevant standards and ensure timey submission.

4.     Institutional Arrangement

Under the guidance of Governance Team Leader, the Project Manager and Specialist on Illicit flows, anti-corruption, and transparency will work very closely with the relevant stakeholders to deliver the project goals. The Project Manager and Specialist on Illicit flows, anti-corruption, and transparency will be part of the Governance Team.

6.Minimum Qualifications of the Successful IPSA

Min. Academic Education
  • Advanced University Degree (Master’s degree or equivalent) in Development Studies, Law, Political Science, Sociology, or other related fields. Or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant Work experience
  • Minimum of 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of relevant professional experience in areas of rule of law, democratic governance, access to justice, international human rights and/or in research on illicit markets, responding to conflict
Required skills and competencies
  • Experience in the use of computers, office software packages (MS Word, Excel, etc), database packages, and web-based management systems such as ERP.

 

Desired additional skills and competencies
  • Relevant experience in project management, production of reports, like policy briefings, risk bulletins is an asset.
  • Experience in organization of public events on fragile and least developed countries in West Africa is an asset.
  • Prior professional experience with international organizations in multi-cultural settings and multi-stakeholder processes, preferably in the region is an asset.
  • Prior Experience and understands the main processes and methods of work regarding to the position is an asset.
  • Demonstrated experience and basic knowledge of organizational policies and procedures relating to the position and applies them consistently in work tasks is an asset.
  • Identifies new and better approaches to work processes and incorporates same in own work is an advantage.
