POSITION SUMMARYThe Project Manager leads the Company’s capital projects to completion and studies the various options for capital projects.SPECIFIC RESPONSIBILITIES

  • Studies:
  • In collaboration with the Director of Studies and with external engineering firms, coordinate pre-feasibility and feasibility studies based on the goals identified in the Company’s strategic plan.
  • When applicable, provide information to senior management about different options or scenarios to choose from.
  • Make recommendations to senior management based on study conclusions.
  • General:

o Establish the detailed estimate for the project budget based on prior cost studies. Estimate benefits, expected revenue, and return on investment.

  • Write and issue the necessary funding requests for project approval.

o Ensure that all permits required for the realization of the various projects are obtained.

  • Ensure compliance with applicable laws and standards at all times.

o Write and/or coordinate requests for bids, bid comparisons and relative recommendations.o Coordinate various presentations (technical or other) from suppliers related to the project and make recommendations when applicable.

  • Prepare and/or coordinate the issuance of purchase orders and contracts.
  • Provide support to operating sites for smaller projects ($30M or less).
  • Projects:
  • Ensure that engineering teams and construction management teams complete their work:
  • in accordance with the rules of the trade and the standards and laws applicable to the location where the project will be carried out;
  • in compliance with the framework set out in the project description in the following areas, without limitation:
  • Safety
  • Budgets: (provide financial control)
  • Timelines
  • Environmental
  • Quality of deliverables (construction, equipment and goods produced by them)
  • Ensure that risks are identified, assessed and controlled, and that mitigation measures are established.
  • Oversee and ensure that the impact of technological and operational changes on the Company’s various functions (including environment, equipment, personnel, operations, and maintenance) are taken into consideration during the project.
  • In personnel management, the Project Manager ensures that the managers of the various specialties/disciplines manage and interact effectively with the teams, including the construction managers, foremen, subcontractors, architects, engineering firms, consultants, and all administrative and financial support.
  • Participate in follow-up meetings with key project financiers, when applicable.
  • Prepare and submit weekly project updates and monthly reports for each project, including a financial cost report according to the JDE structure.
  • Execute projects through all stage-gates from concept to post-mortem.
  • Close projects with all required documentation and administrative requirements when completed.

QUALIFICATIONS

  • Bachelor’s degree in engineering.
  • Member of the Ordre des Ingénieurs du Québec or Professional Engineer designation (in the U.S.)

EXPERIENCE

  • Training in project management is an asset.
  • Minimum of 10 years’ experience in project management.

For example, on a typical project this would be about $100,000. Must report to his/her project sponsor and the steering committee for any changes in the project. His/her superior will go and get the desired human resources.
