Project Manager – Health Systems

 Purpose of consultancy:

The purpose of the consultancy is to provide technical expertise and lead the national focal points in development and management of projects for strengthening health systems in Somalia. The consultant will provide technical guidance towards planning, implementation, and accountability for donorfunded projects, building the capacities of national professionals on specific project management skills.

 Background

The WHO country office in Somalia is at the forefront of rebuilding resilient health systems under the theme “building back better”, in a country emerging from decades of conflict, coupled with multilayered and recurrent public health emergencies. The country’s health system is emerging from fragmentation and fragility, caused by limited technical capacities, lack of regulation and governance frameworks, in a context of weak institutional and unstable political environment, unpredictable funding and inconsistent accountability. In the past few years, despite the impact of the Covid19 pandemic and building on opportunities brought in by international support, the country is making progress in health system development, with continuous technical support by WHO. 
The country office is receiving financial support from bilateral and multilateral donors to foster health sector development and progress toward universal health coverage, as well as to improve health security by strengthening the country’s capacity for prevention, preparedness, and response to health emergencies, according to national strategies and the commitments on healthrelated SDGs. 
Some of the major donors started using the country institutional systems to channel part their support, aligned to UN capacities for technical assistance: this is the case for some large development projects funded by the World Bank, where the recipient of financial resources (for any sectois the Ministry of Finance, executor is the Ministry of Health and technical assistance is provided (for health componentby WHO. Where project components are also implemented by WHO, the project budget is split, and its execution is run in parallel with imbricated activities.    
The country office requires an expert project manager to provide guidance and build the capacities of national professionals to manage such complex projects. The complexity of financing arrangements is expected to increase in the medium term with enhanced domestic financing and expanding private investments, as already happening in other sectors.

 Deliverables

Output 1: Support the implementation of the current projects
Deliverable 1: Develop implementation tools for operations and monitoring, to be adopted by all implementing teams (WHO, MoH, possibly otherto enhance tracking of activities, budget utilization, process and outcome indicators, compliance with organizational procedures, and adherence to provisions of donor agreements. 

Deliverable 2: Build the capacity of national professionals on the use of these tools and further development of joint working modalities. 

Deliverable 3: Facilitate synergies across projects to enhance progress toward key performance indicators, by coordinating the reporting from ongoing projects funded by World Bank, Italian Agency for Development Cooperation, King Salman Foundation and other donors, matching reporting requirements to systems development outcomes and WHO organizational indicators.

Deliverable 4: Develop a framework within the UHC / Health Systems team and introduce across CO teams for this exercise to be used in the routine project management. 

Deliverable 5: Contribute to health system recovery and service continuity and provide technical inputs towards the development of project proposals on health systems recovery and resilience, in the country’s renewed focus on stabilization, recovery and resilience within the consultancy duration. 

 Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master’s degree in public health, management or development science or relevant field.  WHO only consider higher educational qualification obtained from an accredited institution.

Experience

Essential: 7 to 10 years of relevant international experience at management level, with field experience on emergency work and health systems strengthening in INGOs or UN agencies, and collaboration with national authorities and stakeholders.

Skills/Knowledge:

•    Good communication and report writing skills. 
•    Knowledge and negotiating skills on handling government officials and UN agencies.

Languages and level required (Basic/Intermediate/Exper:
Essential: Expert in English Language

 Location

On site: The Consultant is expected to work in Mogadishu.

 Travel

The Consultant is expected to travel inside Somalia as and when needed for better coordination of the assigned tasks and functions. In the event of travel is required; country office travel unit will raise TR.  

 Remuneration and budget (travel costs are exclude:

b.    Living expenses (A living expense is payable to onsite consultants who are internationally recruite: currency and rate : Living expenses will be determined through TR raised by travel unit in Somalia Country Office.
