WORK CONTEXT
CESVI has been working in Venezuela since 2019, implementing projects in the field of emergency and protection including child protection and prevention of SGBV.
CESVI is currently implementing projects in Zulia, Falcon and Amazonas in consortium with local and international partners, with institutional funding (UN, ECHO).
JOB DESCRIPTION
The main duty station will be the Country Office in Venezuela (Caracas), with frequent field visits and the possibility of Regional missions
The Project Manager will report to the Head of Mission.
Project Management
- Ensure the accountability of the Echo project. Ensuring compliance to internal and donor requirements
- Ensure that project activities are implemented on time and according to the approved project documentation
- Ensure coordination with consortium INGO and implementing partners
- Monitoring of project activities and timely identification of necessary adjustments
- Ensuring the correct archiving of project documentation;
- Financial management, procurement procedures related to assigned projects, in cooperation with the administration and under the supervision of Head of Mission;
- Ensuring the achievement of the results foreseen in the project
- Coordination of project human resources
- Coordinate and contribuite to review and development of contracts, MoU, sub-agreements and amendments.
- Elaborate reports and related documentation to ensure high quality of content and formatting
- Coordinate with Finance team to ensure coherence between financial and narrative reports
Program development and funding
- Focal point for the identification of funding opportunities, analyzing call, donors guidelines and grants information
- Drafting context and needs analyses and development of project proposals to expand Cesvi’s presence in the country and region.
- Coordination and oversight of development of high quality concept notes and project proposals at country and regional level.
- Coordinate with Finance team to ensure effective and cohesive development and review of proposal budgets
- Information and Communication Management
- Be aware of contractual visibility and communications requirements and collaborate with programme teams to ensure these are met
- Coordinate with MEAL and Programme Teams to ensure grant MEAL obligations are met timely and per donor/consortia requirements.
Production of quality and timely documentation, SoPs, Guidelines, in compliance with Cesvi, Echo, Consortia requirements and guidelines, contributing to a constant learning and capacity building process specifically to strengthen national staff capacities.;
- Coordinate with Program and MEAL teams to ensure collection, elaboration and proactive use of beneficiary case studies, photos, field reports, humanitarian context analysis and other information for external communications to different audiences
- Ensure production of quarterly (or as agreed) Programme Updates, Newsletters, Briefing Papers and information for distribution to donors, clusters, working groups, HQ communication department
ESSENTIAL REQUIREMENTS
- University degree or post graduate degree, preferably in International Development/Humanitarian sector and/or Psychology/Social Sciences
- Minimum 4 years of relevant experience in the NGO environment, including at least 2 years working as Project Manager
- Experience of working within a senior management role within a complex country programme in recovery and emergency response/in fragile state/protracted crises
- Familiarity with the following sectors: protection, GBV
- Proven leadership and management experience with a multi-disciplinary team in a cross-cultural setting, including active mentoring and coaching
- Proven experience in supervising financial management, administrative processes and procurement procedure
- Solid diplomatic skills with the ability to manage a variety of internal and external relationships,
- Self-motivated, proactive, resilient and able to work independently.
- Highly result-oriented with the ability to manage workload and stress
- Good capacity of Security management
- Fluency in Spanish and English (written and spoken)
- Significant experience of leading proposal development and strong familiarity with proposal and reporting formats of various donors.
- Solid experience supporting the development of budgets and ability to review expenditure against narrative reports.
DESIRABLE REQUIREMENTS
- Post degree specialization in international cooperation/protection.
- Previous working experience in Venezuela, and/or other Latin American countries.
- Previous experience in implementing humanitarian projects in partnership with local NGOs and in capacity building of local entities.
- Previous experiences working in consortium

Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
