Under the overall guidance of the WMO Director, Science and Innovation (SI), and the direct supervision of WMO experts in the Science & Innovation and Services departments, the incumbent will perform the following duties, in close collaboration with an associated P2 project post:
(a) Delivering overall scientific co-ordination and delivery of the WMO contribution to two EC Horizon funded projects: CROSSEU (ID# 101081377) and CARMINE (ID# 101137851). Align the goals, activities, and outputs of CROSSEU and CARMINE with related and ongoing WMO initiatives on socio-economic risks and impacts across the Departments of Science and Innovation, and Services;
(b) Managing the scientific and modelling-based project implementation of WMO involvement in CROSSEU and CARMINE (physical risk assessment models, climate model downscaling, storyline approach) ensuring successful and timely completion of WMO’s stated project deliverables and tasks in accordance with the Project Grant Agreements;
(c) Liaising and securing expert scientific input to deliverables from WMO staff as required, including from WMO research programmes (WCRP, GAW and WWRP), Services, and Infrastructure departments;
(d) Attending all necessary and relevant in person and hybrid project-related meetings, including project General Assemblies, to ensure that WMO delivers its required contribution to the projects and maintains a strong working relationship with project coordinators, all other project beneficiaries, and external stakeholders;
(e) Conducting dissemination activities in support of WMO’s contribution to the projects, including presentations at seminars, workshops, and conferences;
(f) Preparing project workplans, as well as monitoring and tracking of outputs, deliverables, and milestones in accordance with the respective Grant Agreements;
(g) Tracking and managing project expenditures, personnel time, and timesheets in accordance with the project budget, as well as WMO rules and procedures;
(h) Providing support during project reviews and evaluations, both internally within WMO and by the EC;
(i) Carry out other relevant duties as required.
QUALIFICATIONS | ||
Education Master’s degree or equivalent in meteorology, climate sciences, earth sciences, science communication, or a related field. A doctorate in earth system or climate science would be an advantage. | ||
Experience A minimum of five (5) years of national and international progressively responsible experience in project or programme management in climate change adaptation, mitigation, or services, ideally with a focus on urban climate modelling. Specific and demonstrated experience in managing and leading institutional commitments to and delivering Horizon Europe projects is required. Holding financial and/or project management qualifications would be an added advantage. | ||
Other requirements Understanding of challenges related to implementing mitigation and adaptation projects, policies, and strategies with national meteorological and hydrological services, local, regional and national agencies, and civil protection agencies. Ability to plan, organize and manage work with minimum supervision. Ability to draft clear and succinct scientific reports, documents, and other correspondence. Maturity of judgement, initiative, and creativity. Excellent analytical, communication and interpersonal skills. Excellent knowledge of Microsoft Office applications. Understanding of the United Nations, including WMO programmes and activities and international organization processes, would be an advantage. A demonstrated understanding of how WMO’s international status can support and contribute to delivery of European Commission climate change goals, such as the Green Deal. Ability to work in a multicultural environment and to foster diversity and team spirit. Demonstrated ability to engage productively with a wide range of stakeholders across civil society, international organisations, INGOs, and national governments. | ||
Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage, but the CROSSEU and CARMINE projects will be conducted and delivered in English. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
SALARY AND ALLOWANCES | |
Annual net base salary on initial appointment is: US$ 64121 | |
Annual post adjustment on initial salary is: US$ 55080 (in addition to the net base salary) | |
