This position is located in the Supply Chain Management Service or Property Management Section of the United Nations Field Peacekeeping Operations, Special Political Missions, Service Centers and Offices as applicable. The Property Management Officer, P4, usually reports to the Chief Supply Chain Management Service or Chief of Section, Property Management.
Responsibilities
This role is central to ensuring the strategic management of the property, promoting accountability, operational efficiency, and informed decision-making through advanced analytics and performance management. Within delegated authority the Property Management Officer will be responsible for the following duties: • Provide advice on all aspects of policy and procedures governing the management of the United Nations Property; Offer guidance and contribute to the development and refinement of entity-specific property management standing operating procedures (SOPs) and guidelines that align with United Nations Financial Regulations and Rules, stewardship and financial policies and requirements, including IPSAS standards ; Serve as the focal point for all aspects of all property procedures and performance management including addressing property management issues. • Establish accountability and proper tracking mechanisms for property in compliance with the organizational financial and stewardship framework and requirements; Analyze and monitor the effectiveness of internal control procedures and Property Management Results-Based Budgeting (RBB) index if applicable ; Monitor implementation of the key management actions towards organizational targets; identify and implement solutions to problematic areas and drive continuous improvement; Ensure that an effective support organization for the Inventory Management system and internal controls for UN property is sustained. • Oversee activities related to reviewing and updating property control and inventory system, including management of fixed assets, depreciation, disposal and financial reconciliation processes; ensure completion of property management activities and transactions by the end of the financial year to enable closing out accounts at year-end and supporting reconciliation of accounting balance of fixed assets; provide information for the preparation of financial statements and related footnotes; Prepare audit schedules relating to property management, manage audit inquiries and recommendations efficiently; Ensure accuracy and completeness of property data, including reconciliation of discrepancies on a regular basis and oversee the proper maintenance of records in accordance with IPSAS Policy Framework and stewardship requirements; Ensure the accuracy and integrity of property management records in accordance with financial and stewardship requirements. • Manage and supervise property management and Business Intelligence (BI) activities and resources to ensure that clients’ needs are met, and that users and business needs and requirements are adequately reflected in the design, implementation of business intelligence products and user support. Design and validate entity-specific Key Performance Indicators (KPIs), dashboard, Business Intelligence reports and ensure integrated and automatic reporting solutions. Operate and improve entities’ capabilities to deliver data sourcing and harvesting, data integration and analysis, performance reporting and visualization on dashboards for situational awareness and decision making. •Coordinate and monitor lifecycle of property management activities, from acquisition to disposal, to ensure compliance with policy and performance framework and to achieve efficient management of property. Conduct and support cost-benefit analyses for property due for disposal and advise on the optimal disposal method; ensure disposal actions and decisions are well-documented and are compliant with the regulatory framework of the Organization. • Perform other duties as required.

Education
Advance University degree (Master’s Degree or equivalent) in business administration, supply chain management, logistics management or related fields is required. A First level university degree with 2 additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years with a master’s degree or nine (9) nine years with a Bachelor’s degree of progressively responsible experience in property management, asset management and property control is required. At least three (3) years of supervisory level is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
Assessment
