PROSPECTS Monitoring, Evaluation and Learning (MEL) Consultant, Amman- Jordan (Jordanian Nationality)

To prepare for and facilitate PROSPECTS Monitoring, Evaluation and Learning (MEL) sessions involving the participation of International Finance Corporation (IFC), International Labour Organization (ILO), United Nations Children’s Fund (UNICEF), United Nations High Commissioner for Refugees (UNHCR), the World Bank (WB), the Kingdom of Netherlands and the Government of Jordan.

PROSPECTS is a partnership and a multi-year programme financed by the Government of the Netherlands and brings together the IFC, ILO, UNICEF, UNHCR, WB, and other stakeholders to address crucial and emerging challenges of protracted displacement, in close coordination with the Government of Jordan. Monitoring, Evaluation, and Learning (MEL) Sessions are a new way of reporting results in the second phase of the PROSPECTS Partnership. The goal is to shift the emphasis from institutional accountability and bilateral reporting to collective reflection and learning amongst all five partners to promote joint planning, programming, monitoring and evaluation. 

The key objectives of the MEL Session are:

• in-depth reflection on the programming/policy/collaborative work done in the last reporting period,

• identifying and recording lessons learnt (programmatic/policy/institutional), and

• capturing programming adaptations already made, as well as planning and adjusting for the upcoming period, and reflecting them in Multi-Annual Country Program updates.

Working collaboratively with the Prospects Country Team, the Consultant is expected to prepare for and facilitate MEL sessions in October 2024.  The MEL sessions will include (i) scene setter, (ii) pillar sessions (Education and Learning, Economic Inclusion, Protection and Social Protection, and Critical Infrastructure), and (iii) synthesis session.  In addition, cross-cutting interventions will also be covered (gender-and-diversity sensitive programming, meaningful refugee participation, meaningful youth participation, inclusion of mental health and psychosocial support, and climate/environment sensitive programming).

How can you make a difference? 

To prepare for and facilitate PROSPECTS Monitoring, Evaluation and Learning (MEL) sessions involving the participation of International Finance Corporation (IFC), International Labour Organization (ILO), United Nations Children’s Fund (UNICEF), United Nations High Commissioner for Refugees (UNHCR), the World Bank (WB), the Kingdom of Netherlands and the Government of Jordan.

Main Tasks:

1. Conduct desk review and lead development of workshop consultation and facilitation plan, instructions, and tools to support preparations for Monitoring, Evaluation and Learning sessions by different stakeholders.

2. Prepare for and facilitate Scene-setter MEL session covering overarching contextual changes affecting the whole country and all pillars.

3. Prepare for and facilitate 4 Pillar-specific MONITORING, EVALUATION AND LEARNING  sessions covering analysis of programmatic and policy results per each priority area.

4. Prepare for and facilitate MONITORING, EVALUATION AND LEARNING  synthesis session covering results, challenges, lessons, opportunities, gaps and adjustments required for the coming year.

5. Produce final succinct report (20 pages) summarizing discussions held during MONITORING, EVALUATION AND LEARNING  sessions capturing the potential programmatic changes and policy priorities for the coming year.

To qualify as an advocate for every child you will have… 

  • Mastres Degree in Development Studies, International Relations, Social Sciences.

  • Knowledge/Expertise/Skills required: Human Rights-Based Approach, Sustainable Development Goals, Quantitative and Qualitative Analysis, Contextual Analysis, Strategic Thinking, Negotiation, Communication and Facilitation skills.

  • A minimum of ten years’ experience in strategic planning, analysis and facilitating high-level discussions involving diverse stakeholders at national, regional or global levels.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
