Provincial Project Officer

The position will be based in Medan (North Sumatra), Indonesia, where the project will be implemented. The Provincial Project Officer will work under the technical supervision of the National Project Coordinator and the overall supervision of the ILO Country Director for Indonesia and Timor Leste. He/ She will also work in close coordination with the designated Jakarta-based Programme Officer on all technical as well as managerial aspects of his/her work, and will receive guidance and technical support from the rural economy specialist at the Sectoral Policies Department (SECTOR) in ILO HQ in Geneva and relevant technical specialists of the Decent Work Team in Bangkok.

Description of Duties:

  • Plan, implement, monitor and evaluate project activities covering various employment and labour issues in the targeted palm oil plantations and factories, while ensuring their timely and effective completion and conformity with ILO policies and project strategies.
  • Provide technical support to the tripartite constituents at the provincial level on various activities implemented within the scope of the project.
  • Support the implementation of research studies that will be conducted in the targeted provinces.
  • Support the development of training and capacity building activities and materials. Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate.
  • Support the formulation of evidence-based policy recommendations and the development of tools.
  • Write and disseminate information on project activities and results in close collaboration with project staff and other relevant technical specialists at HQ and the Regional Office.
  • Ensure the effective management of funds/budgets allocated to project activities at the provincial level. This includes assisting in programming project resources, preparing budget estimates and expenditure forecasts by analysing and monitoring the situation of resources compared to planned activities
  • Promote fundamental principles and rights at work, in particular the inclusion of non-discrimination and gender equality, and other international labour standards in all aspects of the project.
  • Perform any other duties as may be assigned by the Supervisor.

Required qualifications:

Education:

  • First level university degree in economics, public policies, development studies or a relevant field. An advanced degree on studies on labour economics would be a strong advantage.

Experience:

  • At least one year of professional experience at the national level in project management, to labour issues such as rights at work, social compliance, and environmental, social and corporate governance (ESG). Demonstrated experience in establishing and maintaining systems for project operation at the local level. Experience in managing activities or training in the palm oil sector would be an asset.

Languages:

  • Excellent command of English and Bahasa Indonesia in speaking and writing.
