Protected natural areas (PAs) in Kazakhstan play a key role in preserving biodiversity, protecting forest ecosystems and combating climate change, but forest fires remain one of the most serious threats to their resilience. Official statistics for 2024-2025 record hundreds of fires annually, and a significant proportion of them are initiated by lightning discharges and occur suddenly in hard-to-reach areas. At the same time, the provision of environmental institutions with equipment remains insufficient (on average about 65% of the standard), and part of the existing fleet is outdated and has exceeded its service life. In such conditions, in order to reduce the response time, increase the accuracy of reconnaissance and reduce the area of fire spread, it is necessary to modernize the air monitoring and primary response facilities.
The most effective solution for pilot protected areas seems to be the purchase of heavy-class industrial unmanned aerial vehicles (UAVs) with a hybrid or gasoline power plant.

Особо охраняемые природные территории (ООПТ) Казахстана играют ключевую роль в сохранении биоразнообразия, защите лесных экосистем и противодействии изменению климата, однако лесные пожары остаются одной из наиболее серьёзных угроз их устойчивости. Официальная статистика 2024–2025 годов фиксирует сотни возгораний ежегодно, причём значительная их доля инициируется грозовыми разрядами и возникает внезапно в труднодоступных районах. При этом обеспеченность природоохранных учреждений техникой остаётся недостаточной (в среднем около 65% от нормативной), а часть имеющегося парка устарела и превысила срок эксплуатации. В таких условиях для сокращения времени реагирования, повышения точности разведки и снижения площадей распространения огня требуется модернизация воздушных средств мониторинга и первичного реагирования.
Наиболее эффективным решением для пилотных ООПТ представляется приобретение промышленных беспилотных летательных аппаратов (БПЛА) тяжелого класса с гибридной или бензиновой силовой установкой.
Цель тендера:
Закупка и поставка 3-х (трех) единиц БПЛА тяжелого класса с целью оказания технической поддержки пилотной ООПТ.
