Quality Assurance Officer (Global Assurance Hub)

JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

To provide accounting policy guidance and support throughout the Organization. Ensure effective financial controls exist and are properly managed. Support efforts to fully implement International Public Sector Accounting Standards (IPSAS). Direct and coordinate the monthly and yearly financial closure processes at the country, regional and headquarters. Allocate costs to projects, maintain reserve balances, and perform all routine monthly accounting processes. Monitor the general ledger and take action where necessary to correct errors. Generate donor, statutory and management financial reports. Act as a focal point for countries, regions, technical units, Global Service Centre and other business areas for all accounting matters.

DESCRIPTION OF DUTIES

  1. Assist with country risk assessments and preparing the annual global assurance plan based on risk assessments for both spot checking of POs and field country missions.
  2. Participate in region-led assurance missions to countries to ensure a harmonized approach to assurance activities is applied across the organization as well as ensuring effective knowledge sharing amongst colleagues across WHO working on harmonized assurance activities.
  3. Review sample (based on risk assessment) of draft assurance reports prepared at the regional level prior to finalization and submission to management.
  4. Monitor assurance activities conducted in the regions and prepare statistics and global monitoring reports for submission to regional compliance officers/ committees and ECA/FNM.
  5. Review and clearance of Third Party Monitoring (TPM) – Grant LOA reports.
  6. Regular and frequent communication with regional counterparts is essential to ensure seamless collaboration with regional quality assurance colleagues and other colleagues to ensure full adherence to harmonized assurance activities globally.
  7. Provide input into the revision of relevant polices/ processes/ tools based on findings with regard to how they relate to quality assurance.
  8. Perform all other related duties as assigned including special reviews, analyses and other tasks assigned by GAH Team Lead.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in Business Administration, Financial Management, Auditing, Economics or other relevant field.
Desirable:

  • Professional Certification in auditing /accounting, such as Certified Internal Auditor, Certified Public Accountant or Chartered Accountant.
  • Advanced University degree (Master’s) in one of the above-mentioned areas.

Experience

Essential:

  • A minimum of two years of experience in auditing, internal control, risk management or financial management.
  • Experience in assessing internal controls.

Desirable:

  • Audit experience with an international public accounting firm.
  • Experience working in an international organization.
  • Public sector experience.
  • Demonstrated exposure at the international level.

Skills

  • Sound knowledge and skills in the area of quality assurance, risk management and internal control principles, tools and techniques and their application.
  • Sound knowledge and skills in the area of financial management, audit, internal control mechanism and accounting.
  • Excellent written and oral communication skills, with proven ability to produce high quality reports for decision makers.
  • Strong sense of impartiality and objectivity.
  • Good analytical skills.
  • Excellent interpersonal skills including the ability to deal effectively with various internal/external partners on complex and sensitive matters.
  • Ability to maintain effective working relationships with people of different national and cultural backgrounds.
  • Maturity of judgment, tact, integrity and discretion.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2275 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
