An exciting opportunity to lead the HSS function for a leading international NGO working in the Middle East and North Africa (MENA)

What we are looking for

We are looking for a highly qualified, experienced, and dynamic Health, Safety and Security senior professional who puts the delivery of a principled humanitarian response at the centre of their work. The successful candidate will provide technical support to and capacity building of HSS colleagues and country management teams, support in crisis management and the operationalisation of Duty of Care across the region. This includes working with Access, Programme and HR colleagues to ensure the HSS approach is guided by the humanitarian principles, and it is balanced against programme criticalities. The role holder is also responsible for the technical review of HSS management documents for all countries in the region to ensure they comply with NRC standards.

What You Will Do

  • Ensure that the regional HSS approach is guided by the humanitarian principles, and it is balanced against programme criticalities.
  • Ensure Duty of Care standards are met at all times, reflecting the variety of the NRC workforce in the region.
  • Provide technical review of HSS management documents for all countries in the region to ensure they comply with NRC standards, including Security Risk Assessments (SRA), Country Security Management Plans (CSMP), Country Contingency Plans, Medical Emergency Plan, and Hibernation, Evacuation and Relocation Plans (HERP)
  • Supervise the development and implementation of access strategies across the region, ensuring a consistent and systematized approach to engagement.
  • Facilitate dialogue and sharing of best practices between HSS and access staff across the region.
  • Provide technical guidance on specialised issues such as conflict sensitivity, Duty of Care, etc.
  • Initiate and oversee the development and implementation of capacity sharing initiatives for security and access staff across the region, to ensure continued professional development with a view to nationalisation where practicable.
  • Improve and monitor regional security compliance standards; and follow up on compliance issues raised by the RD and/or HO and travel to conduct verifications upon request.
  • Develop and implement regional HSS strategy and support COs with their HSS Operational Plans
  • Identify and lead on regional shared initiatives with other departments (HR, Risk and Compliance, Programme, etc.)
  • Engage as an active member of the Middle East and North Africa Regional Office Management Team (MMT) and the Regional Management Team (RMT).
  • Upon request of RD, represent NRC in external fora and meetings.
  • Contribute to define and advance global HSS vision and initiatives.
  • Provide support on any other matter deemed within the remit of the role as directed by the Regional Director.

What You Will Bring

  • Minimum five years of experience from working as a manager in a humanitarian/recovery context.
  • Strong understanding of Humanitarian Principles and their application in programmatic and advocacy responses
  • Previous experience from working in complex and volatile contexts.
  • Fluency in English, both written and verbal.
  • Valid driver’s license.
  • Prior work experience at the country level, with programme implementation as a plus.
  • Experience or qualifications in humanitarian access and negotiations.
  • Experience in risk management for implementing partners and remote management.
  • Prior experience as a trainer.

What We Offer

  • Amman, Jordan duty station.
  • Contract Duration**: 24 months.**
  • 35 % travel, approximately in countries of operation.
  • Salary/benefits: grade 10 on NRC’s regional salary scale, with accompanying terms and conditions. NRC offers competitive salary and package.
