Background
DRC has been operating in West Africa since 1998. The DRC West, North and Latin America Regional Office (hereinafter: WANALA RO) is based in Dakar, Senegal, and covers more than twelve countries outside Senegal. Led by the Executive Director for the West, North and Latin America Region (hereinafter: the WANALA Region), the WANALA Regional Office supports and provides strategic guidance to the country offices in the region, which currently includes: Algeria, Burkina Faso, Cameroon, Chad, Libya, Mali, Mexico, Niger, Nigeria, Central African Republic, Senegal (Regional Office only), Tunisia and Venezuela.
Currently, and apart from the position of Regional Human Resources Specialist and the Regional Human Resources Manager, the regional Human Resources team has four employees:
- A Regional Human Resources Coordinator
- A Regional Recruitment and Mobility Specialist (currently being replaced)
- A Regional Human Resources Manager
- A Human Resources Apprentice
- A Human Resources & Administration intern
Purpose
- Based in Dakar within the DRC West Africa Regional Office, the HR Specialist assists the Regional Human Resources Coordinator in managing a cost/deadline/quality HR service adapted to all the Human Resources needs of the country missions in the DRC WANALA region. Frequent interactions with all departments of the DRC WANALA Regional Office and the Country Office Management teams are to be expected. The candidate selected for this position must therefore be an excellent communicator and know how to adapt his speech to his audience.
- This position may require travel to the 13 countries covered by the DRC WANALA region. Travel and work in the 6 countries may account for up to 15% of the HR Specialist’s working time, divided according to and taking into account the non-exhaustive missions listed below.
In detail, the responsibilities of the Regional Human Resources Specialist are as follows:
Objective 1: HR tools (50%)
Under the technical supervision of the Human Resources Coordinator:
ERP Dynamics
- Support the Focal Point regarding aspects related to the HR module in Dynamics in the countries of the WANALA region
- Support the Focal Point in responding to questions asked by HR contacts in the countries regarding Dynamics and help them find solutions to their operational problems
- Participate in the preparation and facilitation of workshops aimed at increasing the capacity of HR contacts in countries on Dynamics
- Participate in the analysis of HR dashboards from Dynamics data
Recruitment
- Supervise and ensure that HR in WANALA region countries submit their HR reports on time and with contents that meet the region’s expectations;
- Oversee the administration of recruitment projects on Talent Recruiter for the entire region. Ensure that projects are properly administered and closed.
HR planning

- submit monthly organizational charts on time.
- Update and animate the HR Sharepoint
Contracts / Salaries and benefits

- have implemented a system of individual salary progression;
- Ensure correct entry of contractual data into Dynamics;
- Ensure correct entry of salary data into Dynamics.
Performance & Development
- Supervise and ensure that HR in WANALA region countries submit their HR reports on time and with contents that meet expectations;
- Ensure that mandatory training is recorded in Dynamics for all countries in the region;
- Support the Regional Human Resources Manager and the Regional Human Resources Coordinator in the implementation of the annual regional Performance campaign by monitoring the quality and completeness of the P&D interview notes made in Dynamics;
- Ensure performance evaluations are entered into Dynamics in relation to the regional annual campaign rollout.
Objective 2: Recruitment & Mobility (35%)
For certain recruitments and under the supervision of the Regional Human Resources Manager
For recruitment:
- Support the Hiring Manager in defining their needs (job description, classification, etc.);
- Support the Hiring Manager in defining the selection stages and their timetable, including several contacts;
- Reformat/optimize job advertisements based on an initial proposal from the recruiting Manager;
- Publish and distribute announcements;
- Ensure the first sorting of applications;
- Ensure the administration of all selection phases and communication with all stakeholders;
- Provide feedback to candidates who have passed interviews;
- Manage requests for references, preparation and sending of job offers;
- Make contract requests and ensure pre-integration follow-up (receipt of the employment contract, insurance information, etc.).
For the management of mobility and pools
- Provide support to the Regional Recruitment & Mobility Specialist in managing and maintaining the talent pool
- Select potentially interesting CVs to audit within the framework of our needs but which do not correspond to the position for which the candidates applied.
Objective 3: Policies and other HR documentation (15%)
In close collaboration with the Regional Human Resources Manager and Coordinator:
- Translate global and regional HR policies, training materials and any other HR documentation that your line manager and technical supervisor have expressed the need for;
- Contribute to the implementation and participate in the explanation of global and regional HR policies in the countries of the region to managers and HR contacts in the mission countries
- The tasks listed above are not exhaustive. They may evolve at the request of the Regional Human Resources Manager, as well as at the request of the Regional Human Resources Coordinator and the Regional Head of Support Services, taking into account organizational dynamics and needs.
Required qualifications
Mandatory :
- A general Master’s degree from a Business School/University with a specialization in Human Resources/Business Administration/Entrepreneurship, preferably with an international dimension
- At least 3 years of professional experience in a similar position related to the Recruitment and Mobility of both national and expatriate Staff
- At least 1 year of professional experience in an international non-governmental organization or donor.
- Excellent command of spoken and written French is required.
- A professional command of English is mandatory: exchanges with Nigeria and the DRC headquarters in Copenhagen are conducted exclusively in English.
- Perfect mastery of Microsoft Office (Word, Excel, Outlook, PowerPoint) and collaborative work tools
