• Report to the Director, Indigenous Mental Health & Wellness and Community Services in Indigenous Health.
• Be responsible for providing advanced level of specialized expertise and system-wide leadership in the development, planning, and coordination of regional mental health and substance use services for Indigenous families and youth that will result in enhanced quality of services, integration of services and clinical practice, improved patient/client satisfaction and access to care, for Vancouver Coastal Health (VCH), Providence Health Care, First Nations Health Authority, and partner organizations.
• Responsibilities include acting as the strategic liaison between key partners across the continuum of care and leading others toward the achievement of enhanced delivery and access to mental health and substance use care for Indigenous families and youth through effectively communicating the organizational vision, coordinating resources, advancing priorities, and promoting collaboration and commitment.
• Support working groups and committees and be the key point person for achieving integration of findings/recommendations to ensure the delivery of culturally safe care.
• Primary contacts include, Regional Program leadership, Directors/Managers, Medical Staff, working group members, and committee members at all levels across the authority and in other partner organizations (e.g., other Health Authorities, the Ministry of Health, contract/affiliate agencies, and First Nations and Indigenous communities).
• Provide supervision, leadership, guidance, and support to designated staff as required.

QualificationsEducation & Experience

• Master’s Degree in Health Administration, Public Health Administration or other relevant discipline.
• Seven (7) to ten (10) years’ recent, related experience in progressively responsible positions in a large, complex acute care organization including demonstrated ability to manage large-scale project(s).
• Five (5) years’ recent, related experience working in Indigenous or First Nations organizations in mental health and substance use clinical services in community-based settings, or an equivalent combination of education, training and experience.
• Previous experience working in rural and remote settings is considered an asset.

• Comprehensive knowledge and demonstrated ability to create an environment of cultural safety, has completed Indigenous Cultural Safety Training.
• Demonstrated understanding and in-depth knowledge of First Nations, Inuit, and M�tis Peoples and history.
• Demonstrated understanding of provincial and federal guiding principles and documents, for example In Plain Sight report, and calls to action to eliminate Indigenous-specific racism in the health care sector.
• Demonstrated ability to identify and recognize current health care system gaps and barriers for Indigenous individuals and communities seeking health care.
• Demonstrated ability to identify and recognize power inequities within the healthcare system associated with ongoing impacts of colonialism.
• Demonstrated knowledge of the principles of recovery in mental health and substance use.
• Demonstrated knowledge and experience in Trauma and Violence Informed Practice.
• Demonstrated knowledge and ability to apply a Harm Reduction approach to care.
• Proven skills as an effective manager in an interdisciplinary matrix reporting environment.
• Comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills.
• Comprehensive knowledge of mental health and substance use, and child and youth mental health and substance use.
• Broad knowledge of clinical theory and practice within a client centered model of care.
• Broad knowledge of health care disciplines and their role in their respective health care environments.
• Demonstrated ability to analyze and resolve problems efficiently and resourcefully.
• Exceptional analytical skills and decision-making abilities.
• Demonstrated organizational, administrative, facilitation and leadership skills.
• Demonstrated ability to communication effectively verbally and in writing with stakeholders at all levels of the organization.
• Demonstrated ability to plan, budget and execute complex project(s) with stringent timelines.
• Demonstrated ability to work with various word-processing, spreadsheet and database applications and to operate a computerized information software system.
• Knowledge of and experience working with Indigenous research and engagement methodologies preferred.
