Context:
The Regional Office for West and Central Africa provides direct support to the Organization’s crisis-related work including preparedness, response, risk reduction and support to recovery, and peacebuilding processes. The region is affected by sudden and protracted crises inducing population movements, such as the Central Sahel Crisis and the Lake Chad Basin Crisis; recurring flooding in most countries during the rainy season; as well as the ongoing drought, food insecurity and insecurity in the Sahel region. Most recently, the Sudan crisis has had an impact on the Central African Republic and Chad, with hundreds of thousands of people fleeing from Sudan to neighboring countries.
Under the overall supervision of the Deputy Regional Director for West and Central Africa and the direct supervision of the Regional Emergency and Post Crisis (EPC) Thematic Specialist in Dakar, and in coordination with the relevant Department of Peace and Recovery Divisions in HeadQuarters (HQ), the Regional Peace and Recovery Officer will monitor, analyze and assess regional thematic trends; support Regional and Country Offices level thematic project and strategy development; and provide substantive support for the review and endorsement of projects and reports related to the peace and recovery thematic area of expertise in the region as well as field assessments and operations.
Core Functions / Responsibilities:
- Provide capacity building, training, and expert support to Country Offices (COs) in the Region. Build the capacities of IOM staff in the thematic areas, developing training plans and materials, conducting formal training sessions and providing on-the-job mentoring. Represent IOM at regional meetings/working groups relevant to the different EPC thematic areas and develop country-specific or regional initiatives in collaboration with relevant project managers. Ensure the consolidation of lessons learned, the collection of information from country offices for regional reporting and substantively support Knowledge management efforts in coordination with HQ.
- Review, endorse, and track project proposals developed by COs in the Region, and maintain regular coordination with relevant HQ Divisions on endorsement, reporting and monitoring of results. Ensure that all endorsed projects are:
- Consistent with the IOM Constitution, IOM Global and Regional Strategies and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies;
- Coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s);
- Developed according to IOM’s project development procedures as established in the IOM Handbook on Projects; and,
- Integrating IOM’s cross-cutting priorities, such as integrity, transparency, and accountability (including accountability to affected populations – AAP); equality, diversity, and inclusion (including age, gender, and diversity considerations, comprising of GBV risk mitigation and disability inclusion); conflict sensitivity; protection centered (including the prevention of sexual exploitation and abuse – PSEA); and considering environmental sustainability.
- Monitor and assess peace and recovery and human security developments in the region, in collaboration with the Regional EPC Specialist, other Thematic Specialists in the Regional Office, COs and Peace and Recovery division of Department of Humanitarian Response and Recovery (DHRR) HQ and liaison offices.
- Advise on coherent and iterative context analyses of emerging and actual crisis situations and trends in the region impacting and generating peace and security concerns, including programs related to Preventing Violent Extremisms.
- Guide and provide expert support for efforts aimed at promoting coordination, prioritization and operational planning in the region including through the use of the Migration Crisis Operational Framework.
- Develop and oversee the coordination of regional, multi-country and cross-border programmes and projects within the peace and recovery thematic areas.
- Identify best practices related to peace and recovery programming in the region and entry points for such programmes to be scaled up, replicated and advanced in conjunction with other offices within IOM including in HQ, Washington DC, New York (NY), among others.
- Develop and/or comment on regional thematic guidance notes, information sheets and policy documents in coordination with COs and relevant HQ Division(s).
- Provide advice and support for the development and maintenance of partnerships with other entities and agencies in the United Nations, including peace operations, special political missions, resident coordinator offices, non-governmental organizations and civil society organizations.
- Oversee the integration of a gendered and youth lens in country office programming and projects related to peace and recovery efforts.
- Promote the use of a data-driven and evidence-based approach to IOM programming in the region with a focus on the Solutions Mobility Index, the Transhumance Tracking Tool, Displacement Tracking Matrix, among others.
- Coordinate with the IOM NY Liaison Office to the UN on matters related to UN funding mechanisms namely the Peacebuilding Fund, the Human Security Trust Fund, and the UN Peace and Security Sub-Fund.
- Undertake travel to country offices in the region to advise and guide on the development and implementation of peace and recovery activities and provide direct capacity building support and assistance for problem resolution.

Required Qualifications and Experience:
Education
- Master’s degree in Political Affairs, Economic, Social Sciences, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- A solid understanding of conflict sensitivity as a core principle and the ability to incorporate it throughout a project cycle, including experience applying conflict analysis tools and adjusting programming according to potential influence on conflict dynamics;
- Field experience in an emergency operation or post-conflict setting, including support to displaced populations and large migratory movements;
- Prior experience with a UN agency, or an international organization, is an advantage;
- Experience in project and programme development and management;
- Experience in liaising with other UN agencies, partner organizations, government authorities, inter-governmental institutions, other national and international institutions and national and international NGOs; and,
- Experience with developing and implementing capacity building trainings on key emergency and post-crisis topics.
Skills
- Proven technical knowledge of the mobility impact of crises and how migration and crises interlink;
- Proven knowledge and understanding of humanitarian, peacebuilding and post-crisis recovery frameworks and policies as well as crisis-related land and property issues, including the relevant institutional frameworks;
- Knowledge of monitoring and evaluation processes;
- Excellent research, writing, communication and analytical skills;
- Excellent communication skills and drafting abilities in English and French (oral and written);
- Ability to prepare clear and concise reports, with a strong attention to detail and quality;
- Team-oriented, but with capacity to work independently and with minimal supervision;
- Personal commitment, efficiency, and flexibility;
- Strong organizational and time management skills, and ability to deliver under tight timelines; and,
- Knowledge of collaborative platforms such as Microsoft Teams, SharePoint, OneDrive or Trello an advantage.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and French is required (oral and written). Working knowledge of Portuguese and Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
