DESCRIPTION

This position p rovide oversight to the Northeast Region Residential Facilities and provides on-site training and technical assistance to the Northeast Region on medical and psychiatric services in the department’s residential facilities. Conducts an on-site assessment of the quality and efficiency of medical and psychiatric services in the Northeast Region Residential Facility at least twice yearly and follow-up visits as necessary. Provides day-to-day guidance and operational advice to medical staff, facility administrators and department staff on issues pertaining to medical care provided in assigned region.

DUTIES AND RESPONSIBLITIES

Participates in the development, implementation, and management oversight of outcome-based corrective action plans.

Conducts management oversight site visits as assigned to ensure correction of deficient practices.

Analyzes and review the medical aspect of the Individual Health Care Records to evaluate the delivery of individualized healthcare services.

Evaluates the delivery of health and medical services and implementation of corrective action plans in programs with failed or limited compliance ratings on Quality Improvement Standards pertaining to health and medical services in assigned region.

Provides professional consultation and technical assistance on health and medical matters to headquarters, region, and program staff to include Residential, Probation, Residential, Quality & Improvement, Contracts, Staff Development and Training, Legislative Affairs, The Office of Inspector General, etc.

Provide collaboration and guidance with Regional Behavioral Analyst, Residential staff, and Provider staff on the medical and health care related to policy, rule, and statutes in the specific region.

Maintains professional relationships with medical providers, regional and statewide provider representatives as well as stakeholders and DJJ staff throughout the region.

Maintains contact with the Regional staff, Residential Facility Administrators, mental health clinical staff and other related staff.

Provide contractual technical expert assistance, for residential program areas and other program areas and the Bureau of Contracts when assigned, as an expert and technical advisor for RFP/ITN’s, in the competitive procurement process as an OHS medical technical expert.

Represent OHS for medical services on department and interagency workgroups and committees and collaborate with community and state agencies, and other external DJJ stakeholders as needed to enhance medical services for DJJ youth.

Provide guidance and consultation to contract management and providers related to subcontracting of medical services as it relates to Federal, State and Department Rule and Policy.

Conducts on-site focused education and training regarding DJJ and OHS health and medical services rules, policies, and procedures.

Completion of special projects, as assigned, related to health services.

Conduct on-site and off-site review and analysis of corrective action to assist both MQI and providers with improvements and deficiencies identified by either OHS representatives or MQI.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES

Candidates must have an active valid professional license as a Registered Nurse in the state of Florida pursuant to Chapter 464 F.S.

Ability to development, evaluation and implementation of nursing processes.

Ability to organize work, coordinate with others as necessary, and work independently.

Knowledge of Microsoft Word, Excel and the creation of Power Point presentations.

Ability to communicate effectively with strong verbal and written communication skills including public speaking.

Ability to conduct research and formulate policy recommendations.

PREFERRED QUALIFICATIONS

5 or more years nursing experience in the State of Florida

Experience in a clinical setting with children or young adults

Knowledge of medical compliance and experience with medical chart reviews

Minimum of one year DJJ experience

A background in Nursing Administration

A Bachelor of Science in Nursing degree

SPECIAL NOTES

This position requires traveling across the state to provide training and technical assistance in DJJ facilities and programs, as needed.

All prospective candidates will be subject to a sex offender check, criminal background checks (state, local, and national) and pre-employment drug screening for direct care positions.
