Context and Core Functions / Responsibilities

Since the 1980s, Iraq has been engulfed in multiple cycles of conflict and recovery, with the 1980-88 Iran-Iraq War, 1990-91 Gulf War, and 2003-11 Iraq War causing extensive loss of life and property and far-reaching consequences for stability and development. Now, once again, Iraq is emerging from a brutal conflict – this time with the Islamic State of Iraq and the Levant (ISIL). Between 2014 and 2017, the military campaign of ISIL had a devastating impact on individuals, families, and communities across the country, especially ethno-religious minorities. Thousands of people were killed or remain missing, and survivors of ISIL violence continue to grapple with the physical and/or psychological consequences of conflict.

IOM Iraq’s Peacebuilding and Stabilization Division (PSD) aims to address the drivers of conflict and displacement through contextualized and community-driven social cohesion, mental health and psychosocial support (MHPSS), transitional justice, tribal engagement, legal assistance, community policing, climate security, and preventing violent extremism (PVE) programming. PSD seeks to support IDPs and returnees to regain a sense of safety and dignity, while developing tools to deal with the past and restore hope and agency. IOM recognizes that restoring economic opportunities is not a panacea to prevent future violence, and that broader bottom-up efforts should continue to strengthen relations between citizens and the state.

Under the direct supervision of the Head of the Peacebuilding and Stabilization Division the successful incumbent will perform the following duties:

Core Functions / Responsibilities

1. Research information, data and various reports to support monitoring, evaluation and reporting requirements of projects related to IOM’s peacebuilding and stabilisation programming in Iraq to help strengthen programme quality and relevance.
2. Prepare preliminary conflict analyses as relevant to reporting, M&E, donor relations, and program design and implementation functions under close supervision and guidance of PSD Officers.
3. In close coordination with IOM’s Monitoring, Evaluation, Accountability, and Learning (MEAL) and Project Development and Support Units, review new proposals and result matrices and provide feedback on project results and impact frameworks to help analyse progress against the project results matrices.
4. Collect qualitative and quantitative feedback/data on PSD projects in close coordination with field staff, project partners, and other local stakeholders, and provide relevant feedback.
5. Support data analysis and dissemination by checking the quality and accuracy of information collected and its timely entry into the databases. Bring issues to the immediate attention of the supervisor.
6. In close coordination with IOM’s MEAL and Project Development and Support Units, collect, compile and analyse data on programme indicators related to the preparation of assessments, project narrative and final reports, and other informal materials.
7. Document lessons learnt and good practices from participatory reviews and reflection processes for IOM field staff and project partners.
8. Participate in field monitoring visits and assessment missions under close supervision and guidance.
9. Facilitate access to required data and information and in disseminating evaluation findings and recommendations.
10. Perform such other duties as may be assigned.

Performance indicators for the evaluation of results

• Timely delivery of requested project reports, updates and donor liaison materials
• Strong coordination with colleagues internal and external to the Peacebuilding and Stabilization Division
• Timely preparation of project proposals in coordination with Programme Support Unit and PSD colleagues

Required Qualifications and Experience:

Education,

• Master’ degree in International Relations, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or
• Bachelor’s degree in the above fields with four years of relevant professional experience.

Experience,

• Familiarity with project monitoring, evaluation, and reporting is required
• Experience conducting research on and familiarity with the literature surrounding the intersection of conflict, security, and development is required
• Experience in liaising and establishing relationships with donors and government authorities and/or other national/international institutions, such as research institutions and local and international NGOs, is desirable
• Experience in capacity building of local organizations and/or grant management is desirable
• Previous experience in Iraq or familiarity with the region an asset.

Travel required: Yes, this position requires field visits to different governorates in Iraq.

Languages:

• Fluency in English language is required.
• Fluency in Arabic language is an advantage.
