The Finance Group (FG) is a critical and strategic business function in UNOPS and serves as an authoritative and integrated partner in the organization on strategic financial planning and budgeting, business strategy and practices, financial analysis and risk assessment, financial management services and long term organizational treasury and investments.

As the steward of resources of a self-financing UN entity, FG is accountable for timely cost recovery and reporting to partners, maintaining the integrity and transparency of financial management of resources in accordance with the highest standards of ethics and organizational/international accountability framework and the accurate and transparent financial reporting to governing bodies, clients, partners and stakeholders.

The Reporting Specialist reports to the Head of Financial Performance Management and Reporting who provides broad supervision and guidance. The role is responsible for promoting credible and useful results monitoring and reporting. The role is also responsible for contributing to UNOPS corporate reporting on results and performance management, and for enhancing the ability of UNOPS to generate business intelligence on its portfolio.

1. Results analysis and reporting

  • Support the Team Lead on all aspects of UNOPS results reporting, including guidance, stakeholder engagement, data collection and enrichment, quality assurance and analysis, including for the preparation of the annual report of the Executive Director to the Executive Board.
  • Contribute to the development and improvement of frameworks and systems for results monitoring and reporting, as well as UNOPS portfolio-related data.
  • Prepare analysis, reporting and dashboards on UNOPS portfolio, including for internal and external stakeholders
  • Prepare substantive contributions to UNOPS strategic plan, budget estimates and associated review documents in the area of results reporting.
  • Prepare quantitative and qualitative analysis to support senior management decision making.

2.Performance management support

  • Support the Team Lead in preparing and improving performance management, including providing input on performance discussions between Regional and HQ Directors and the Executive Office, and suggesting further improvement and integration of organizational planning and review processes.
  • Enhance and maintain reporting functionalities with a view to promoting accurate, timely, and complete data on UNOPS financial outlook, including reliable and credible multi-year scenarios
  • Serve as the custodian of financial key performance indicators related to signed engagements with partners.
  • Enable and support UNOPS reporting in accordance with the Data Standards for UN System-Wide Reporting of Financial Data.
  • Manage UNOPS efficiency reporting as part of the UN system-wide process, with due consideration for improvements in scope and methodology.
  • Support senior management decision making by providing quality analysis of UNOPS performance, financial- and non-financial, and suggesting appropriate recommendations.

3. Knowledge management and innovation

  • Lead/organise training events and design/set training agenda to build capacity of stakeholders on results management, analysis and reporting.
  • Contribute to the development of internal capacity across the organization in terms of results monitoring and reporting.
  • Monitor and evaluate policies, procedures, methods, tools and associated systems to ensure its utility, applicability and efficacy.
  • Recommend, set and/or develop new policies and procedures and introduce innovation and best practices in business operations to enhance services.
  • Review processes to maximise the benefits of management information systems for enhanced efficiency and organizational/management monitoring, oversight and reporting.

Impact of Results

The reliable and transparent analysis and reporting on the use of financial resources to governing bodies, clients, partners and stakeholders enhance the visibility and image of the UNOPS as an effective service provider in project services and management and consequently strengthen its competitive position as a partner of choice in sustainable development and project services in the country served.

Education/Experience/Language requirements

Education:

  • A Masters degree in business administration, economics, political science, social science, international development or other related field is required.
  • A first-level university degree (Bachelor’s degree or equivalent) with a minimum of two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree

Experience:

  • A minimum of 5 years of experience in financial or related analysis and reporting in a large international organization or business corporation is required.
  • Experience with developing and reporting on performance management frameworks is an asset.
  • Experience with data management is an asset.
  • Experience in UN system organizations is an asset.

Language Requirements:

  • Full working knowledge of English.
  • Knowledge of another official UN language is an asset.

Contract type: ICA (Individual Contractor Agreement)
Contract level: I-ICA 2
Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
