UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. Everyone is invited to participate in the struggle to meet the challenges ahead. Together, we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.

How can you make a difference? 

La mission assignée au consultant a pour but d’identifier, décrire finement et analyser les barrières comportementales majeures ainsi que les motivations individuelles et collectives de la demande et l’utilisation des services vaccination contre le HPV à toutes les étapes du parcours de soins.

Les objectifs de la mission du consultant sont les suivants :

  • Répertorier et décrire les pratiques habituelles des familles et des communautés des Districts de Santé ciblés, relatives à la vaccination des jeunes filles en général et la vaccination contre le HPV en particulier ;
  • Identifier et décrire les barrières à la demande et l’utilisation des services de vaccination contre le HPV tout au long du parcours de soins;
  • Analyser les déterminants qui construisent et entretiennent les barrières comportementales à la vaccination des adolescentes/filles contre le HPV tout au long du parcours de soins ;
  • Identifier et analyser la logique des acteurs/porteurs qui empêchent ainsi que ceux qui promeuvent la demande et l’utilisation des services de vaccination contre le HPV par tout ou partie des membres des différents groupes/communautés des Districts de Santé ciblés ;
  • Identifier et analyser les goulots d’étranglement (facteurs socioéconomiques structurels et conjoncturels) qui empêchent la demande et l’utilisation des services de vaccination contre le HPV par tout ou partie des membres des différents groupes/communautés des Districts de Santé ciblés ;
  • Identifier et analyser les motivations individuelles et collectives à tous les niveaux du parcours de soins susceptibles d’accélérer la demande et l’utilisations des services de vaccination contre le HPV par les adolescentes/filles;
  • Analyser les synergies utiles qui pourraient favoriser durablement la demande et l’utilisation des services de vaccination contre le HPV par les adolescentes/filles;
  • Faire une analyse des acteurs sociétaux et des rôles qu’ils peuvent jouer pour la promotion de la demande et l’utilisations des services de vaccination contre le HPV par les adolescentes/filles;
  • Proposer une démarche logique et cohérente pour la promotion de la demande et l’utilisation des services de vaccination contre le HPV par les adolescentes/filles.

To qualify as an advocate for every child you will have 

• Être titulaire d’un diplôme universitaire de Bac +5 en anthropologie ou en sociologie ;
• Justifier de plus de 10 ans d’expérience dans la conduite d’enquêtes qualitatives ;
• Avoir réalisé au moins trois missions similaires au cours des cinq dernières années ;
• Justifier d’expérience dans la conduite des études similaires en anthropologie sociale
• Avoir une maîtrise des outils et logiciels d’analyse des données qualitatives (NVivo par exemple);
• Justifier de bonnes capacités de rédaction des rapports;
• Ecrire, lire et s’exprimer parfaitement en français et en anglais ;
• Être capable de travailler dans des contextes difficiles, notamment en termes de sécurité.

Pour postuler, le consultant doit soumettre une proposition technique comprenant les éléments suivants :

  • Une lettre de motivation soulignant leur aptitude et leur expérience pour la consultance
  • CV ou formulaire P11
  • Une offre technique et financière ( Financial Proposal. Template xlsx)
  • Indiquer la capacité, la disponibilité et le tarif (mensuel), le transport, les perdiems.
  • Une note méthodologique détaillée pour la conduite de cette mission, avec un calendrier indicatif des différentes étapes de la consultation et des produits ou livrables attendus, ainsi que des coûts relatifs.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (COVID-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met before taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
