EpiC Project – Young KPs Intervention:
Meeting Targets and Maintaining Epidemic Control (EpiC) project, implemented by FHI 360, funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 and draws upon local, regional, and international resource partners to provide technical assistance, as well as global resource partners who bring unique capacities.
The Young Key Population (KP) initiative by the EpiC Project is an initiative that aims to increase the uptake of HIV testing and PrEP among young KPs who are men who have sex with men (MSM) and transgender people (TG) aged between 15-24.
Based on focus group discussions organized among young KPs in Bangkok, Thailand, young KPs are fully immersed in the digital realm, relying on online platforms for various aspects of life including communication, inspiration, academic pursuits, shopping, and even healthcare services. New behaviors and interests especially among KP youth are generally shaped by new technology and social trends. Online interventions are therefore a critical approach to promote health-seeking behaviors, especially HIV services uptake among youth.
The project is expected to improve the online reservation platform, TestMeNow.com into a full virtual service to represent a significant step forward in leveraging digital technology to meet the healthcare needs of young people. The FHI 360 team will develop new features for the platform and engage a specialist to create a compelling visual design, crucial for attracting young, first-time users—one of the key target groups for FY25.Therefore, the new UI/UX designer for the website is a significant service to be hired. Through this targeted interventions and comprehensive digital services, the EpiC Thailand Project aims to ensure that young MSM and TG have the resources and support they need to lead healthy lives.
Objectives:
The primary objective of this consultancy is to design a user-centered UI/UX for the Virtual Clinic web application (Testmenow.com) that enhances user engagement, ensures accessibility, and provides a seamless experience across all devices. The consultant will work in conjunction with Epic Thailand web application development team to ensure that security considerations are integrated into the design from the outset. The virtual clinic application will not be a totally new application, but rather improvements and additions to existing web applications. The improvements will:
- Expand access to HIV services: Enhance the accessibility and uptake of HIV testing and PrEP among young MSM and TG through a virtual clinic model.
- Promote and empower health-seeking behaviors: Utilize digital platforms to foster positive health-seeking behaviors among young KPs and other.
- Ensure confidentiality and youth-friendliness: Access youth to a safe, confidential, and youth-friendly environment. Encourages new behavior among young KPs that receiving sexual health services and monitoring their own health are easy.
- Strengthen community engagement: Engage community stakeholders and young KPs in the design and implementation of the virtual clinic to ensure it meets their needs and preferences.
Key Components:
- A website for PC and mobile use: A fully developed website for serving hundreds to thousands of clients per day. With the design that approved by EpiC Young KPs-Led Committee and the features that approved by EpiC Thailand Team.
- Digital health education: Provide comprehensive digital resources on HIV prevention, PrEP, and other related health and basic rights topics tailored to young KPs.
- Online appointment scheduling: Implement an easy-to-use online booking system for scheduling consultations and follow-up appointments.
- Confidential testing and delivery services: Facilitate confidential at-home HIV testing, STIs self-sampling collection, and telemedicine. Ensure the referral system with healthcare providers, private sectors, and delivery services is viable.
Expected Outcomes:
- An improved TestMeNow.com web application accessible from both PC and mobile devices.
Required Services:

Tasks:
The selected vendor will be responsible for the comprehensive planning and designing UI/UX of the new TestMeNow website, in collaboration with FHI 360. The responsibilities include, but are not limited to:

User Research
- Comprehensive user research to understand the needs, behaviors and challenges of both general and youth users.
- Develop detailed user personas and map out customer journey

Planning and Coordination:
- Provide ongoing support during the development phase, addressing any design-related issues promptly.
- Develop a detailed workplan and timeline of the design.
- Gain understanding of existing application function, to determine where new functions and visual elements can be integrated.
- Coordinate with the EpiC project team and in-house web app development team to ensure the UI/UX designs are implemented and meets user needs and technical capabilities.

Wireframing and Prototyping
- Create low-fidelity wireframes to establish the structure and layout of the MVP, focusing on core functionality.
- Develop high-fidelity interactive prototypes for the MVP, showcasing key user flows.
- Expand wireframes and prototypes for the full version, incorporating additional features.

UI Design
- Design a modern, responsive interface suitable for both PC and mobile platforms.
- Create two graphical themes for UI for two different audience types:
- Professional clean interface theme for general user
- Vibrant, engaging interface theme for youth user
- Ensure designs are inclusive and accessible, adhering to WCAG standards

UX Design
- Design intuitive user flows
- Develop key interactions for core features

Design system
- Develop a comprehensive design system, including style guides, UI components, and interaction patterns.
- Provide documentation to support consistent implementation of the design across the platform

Usability Test
- Conduct useability testing and provide design input
Deliverables:
The work of the UX/UI design team will involve a number of deliverables related to research, design, and function. The deliverables will include materials of the following types**:**

Evaluation Criteria:

- FHI 360 will not compensate offerors for preparation of their response to this solicitation.
- Issuing this solicitation is not a guarantee that FHI 360 will award a subcontract.
- FHI 360 reserves the right to issue a subcontract based on the initial evaluation of offers without discussion.
- FHI 360 may choose to award a subcontract for part of the activities in the solicitation. FHI 360 may choose to award subcontracts to more than one offeror for specific parts of the activities in the solicitation.
- FHI 360 may request from short‐listed offerors a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original solicitation.
- FHI 360 has the right to rescind a solicitation or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360’s client, be it funding or programmatic.
- FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360’s opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.
