Scope
The consulting firm should provide a multidisciplinary team to undertake the following:

B. Technical Review of Planning Systems
C. Stakeholder Consultations
D. Policy and Legislative Drafting
E. Legal Vetting and Legislative Processing
F. Institutional Capacity Development
