A.SCOPE OF WORK


A.1 Background
 
With the support from Vista Hermosa Foundation, CRS is implementing the Preventing Child Migration and Enhancing Dignity (PCMED) project among families and youth in West Champaran, Bihar. This is Phase III of the project: Preventing child migration and enhancing dignity among families and youth in Bihar (PCMED). Like Phase II, Phase III also targets the West Champaran district of India’s Bihar state, in collaboration with CRS’ local partner Bettiah Diocesan Social Service Society (BDSSS). The third phase of the project, which covers 30 hamlets (including Phase-I 5 hamlets, Phase-II 10 hamlets and 15 new hamlets), started on 1st October 2021 and ends on 30th September 2024.
 
BDSSS, which is implementing the project that is presently being evaluated, is a non-profit organization based in Bettiah and has been working in Gopalganj, Chhapra, Siwan, East Champaran and West Champaran districts of Bihar for 30 years
 
Project Phase III background: The goal of the Phase III project is “Children of West Champaran lead dignified and safe lives”. 
 
During Phase III of the project, the project worked towards catering to 750 economical and socially backward households in fifteen new hamlets in two new blocks (Nautan and Bairia), in addition to the 500 households supported in fifteen hamlets in the Bagaha II block during Phase II. Thus, the project cumulatively catered to 1250 HHs in 30 hub hamlets[1] into three blocks (Bagaha II, Nautan and Bairia) in West Champaran. Additionally, in this phase, the project also served 60 spoke hamlets.
The project aims to achieve transformation through value change at three interconnected levels: child, family, and community. Through improving individual, family, community, and government mindsets towards children and will alleviate the material and financial pressures that drive families to put their children at risk. The project will engage in direct interventions at the community and household levels, and with community leaders support, the project will have a lasting impact on social norms and protection outcomes.
 
Phase III aimed towards scaling up successes from Phase I and Phase II covered fifteen hamlets in West Champaran, continuing to provide support to those households. In addition to strengthening and assuring the sustainability of the Hamlet Child Protection Committees (HCPCs) by relating it to the District Child Protection Committee (DCPC), the project in Phase III worked towards rejuvenating and strengthening government-mandated School Management Committee (SMC) and promoting the development of project-supported hamlet-level children’s Peer Groups (PG) to empower both schools and children to join the HCPC in becoming advocates and agents for child protection.  
 
APPLICATION PROCEDURE
 
B.1 Submission Requirements for Selection
 
Technical Proposal: All interested consulting firm/ consultant will submit their organization’s/ individual profile with the following information.
  • B.1.1 General information of the Organization/ Individual: Organization overview and its website; for individual – resume not more than 1 page
  • B.1.2 Experience on similar assignments (not to exceed 2 pages): Detail of similar kind of assignments done in past.
  • B.1.3 Sample: Provide at sample of similar kind of assignments undertaken previously as appropriately feasible.
  • B.1.4: Approach: Please provide details on approach that will be undertaken for the assignment, what could be the possible steps etc. , more from an operational perspective. Please feel free to draft this in best possible way.
  • B.1.5 : Methodology : For the various kind of indicators / results statements and suggested methods to assess them while being aligned with the objectives of the evaluation, what is the sample size and methodology that is appropriate, if different from those suggested.
  • B.1.6 Proposed team expertise: Provide the list and briefly describe the team, indicating the role of the proposed individuals and CVs of team members (not more than 2 pages for any member); for individuals.
  • B.1.6 Reference: Please provide at-least 2-3 references which whom similar kind of assignment has been done.
B.2 Criteria for the Assessment of Proposal
 
B.2.1 Technical Proposal (80%)
  • Introduction: Provide an overview of the project, its objectives, and the purpose of the endline assessment. Briefly describe the scope and methodology of the endline evaluation. (5%)
  • Objectives: Clearly state the specific objectives of the endline assessment. What are you trying to achieve with this evaluation? Ensure that these objectives align with the original goals of the project. (5%)
  • Methodology: Outline the methodology you will use to conduct the endline assessment. This should include details on data collection methods, sampling techniques, data analysis procedures, and any tools or instruments you will utilize. Ensure that the methodology is rigorous and appropriate for the context of the project. (25%)
  • Indicators/ Evaluation Questions: Explain how the above methodology or the variety of it could do justice to the indicators outlined. (25%)
  • Data Collection Plan: Provide a detailed plan for collecting data, including timelines, responsibilities, and resources required. Describe how you will ensure data quality and validity, including any measures for minimizing bias or errors. (20%)
  • Data Analysis Plan: Outline how the collected data will be analyzed (methods and results) to assess the project’s performance and impact. Specify the statistical techniques or qualitative methods that will be used, as well as any software or tools required for analysis. (10%)
  • Reporting: Describe how the findings of the endline assessment will be reported to partners and CRS. This may include written reports, presentations, or other formats for sharing results with stakeholders. Discuss how you will ensure that the findings are communicated effectively and used to inform decision-making. (10%)
B.2.2 Financial Proposal (20%): A separate financial proposal need to be submitted.
 
B.3 Instructions and Deadlines for Responding
