Introduction
Development of the Provincial Waste Management Master Plan (PWMMP) for Four Provincial Councils (Sabaragamuwa, Central, North-western and Southern provinces) in Sri Lanka.
Efficient and effective municipal solid waste management (MSWM) is a critical component of sustainable development in Sri Lanka, directly influencing public health, environmental quality, and climate resilience. Despite ongoing efforts at the national and local levels, the management of solid waste remains fragmented, with challenges in collection, segregation, recycling, treatment, and disposal. The lack of an integrated, strategic framework at the provincial level has limited the scalability and sustainability of successful initiatives, while also constraining opportunities for green investments and Public-Private Partnerships (PPPs).
The “Scale-up and Sustain the Low Carbon Municipal Solid Waste Management and Resource Recovery in Sri Lanka” project, implemented by the United Nations Development Programme (UNDP), seeks to address these challenges by consolidating past efforts, scaling proven practices, and introducing sustainable, system-wide approaches that go beyond isolated interventions. The project emphasizes integrated MSWM solutions covering the entire waste chain, from generation to final disposal, while ensuring environmental, social, and economic benefits. The project is being implemented with the support of the Ministry of Public Administration, Provincial Councils, and Local Government (MoPAPCLG).
Objective;
The overall objective of this consultancy is to develop four Provincial Waste Management Master Plans (PWMMPs) that provide a strategic, actionable, and implementable framework for integrated solid waste management (ISWM) at the provincial level that supports for just transition in waste management. These PWMMPs should be climate responsive and disaster resilient and ensure technical, financial, social, environmental sustainability while aligning with national policies, provincial development priorities, circular economy principles, and global best practices. The master plans should be fair and inclusive, focusing on creating decent work, protecting vulnerable waste workers (especially informal ones), empowering communities, and involving all stakeholders in policymaking, especially with modern technologies or plastic treaties
