Position: Resident Institutional Strengthening Advisor
Program: USAID/India CTA-CBSI (I43.001.00.CTA)
ICMA is a major subcontractor to the National Democratic Institute (NDI) on the five-year USAID-funded Central Tibetan Administration – Capacity Building and Sustainability Initiative (CTA-CBSI). The program seeks to build the Central Tibetan Administration’s (CTA) capacity to be more effective and sustainable in delivering services to Tibetans and achieving community self-reliance. The program is funded until August 2026.
ICMA seeks an Institutional Strengthening Advisor to lead the ICMA team and all institutional strengthening activities on CTA-CBSI. The ideal candidate will have the technical expertise to support programs involving the CTA in strengthening CTA departments and Settlement Institutions.
The Institutional Strengthening Advisor, under the direction of the Chief of Party, will be responsible for the leading all activities in support of improving systems and processes and building the capacity of the CTA institutions to increase their effectiveness, transparency and efficiency.
This position will oversee the ICMA team at the project field office in Dharamshala, Himachal Pradesh. Relocation to Dharamshala, therefore, is required. Authorization to work in India without requiring employee sponsorship is a prerequisite for a successful application.
Responsibilities:
- Lead all institutional strengthening activities including systems and process improvement and capacity building of CTA institutions with focus on data management, human resource management, financial management and economic growth.
- Contribute to the development of assessment tools for the project.
- Lead the development and implementation of systems improvement and capacity-building plans for CTA departments and Settlement Institutions based on the results of the assessments.
- Guide the implementation of the Institutional Development Index and its yearly application.
- Supervise the ICMA team.
- Oversee the engagement of ICMA’s sub grantee.
- Coordinate institutional capacity-building activities in economic development with the Economic Development/PPP Advisor.
- Ensure that institutional capacity of the CTA institutions, including selected Settlement Institutions, are built to enable them to progressively assume Project responsibilities in years 4 and 5.
Key Qualifications and Skills:
- Minimum 8 years of progressive experience leading institutional development and capacity building aspects of programs with public sector institutions.
- Demonstrated experience working with government agencies and other stakeholders at the national, state and/or municipal levels.
- Experience in managing multi-stakeholder processes and strong communication and negotiation skills; demonstrated ability to develop solid working relationships government and community stakeholders.
- Demonstrated capacity to lead workshops, trainings, and strategic planning sessions.
- Advanced graduate degree in public administration or related field preferred.
- Experience working with CTA, Tibetans and in South Asia preferred.
- Oral and written fluency in English (knowledge of Tibetan a plus).
- Proven experience implementing gender-sensitive programming.
- Proven interpersonal and managerial skills and cultural sensitivity to manage in-country teams.
- Ability and willingness to travel to regional locations that may be remote and difficult to reach.
