The life of a SARCAN Senior Manager – Operations, Facilities, Capital Development:The Sr. Manager – Operations, Facilities, Capital Development is responsible for managing SARCAN’s capital budgets as well as the financial planning, budgeting and monitoring of infrastructure-related projects and ensuring the ongoing protection of assets to ensure the appropriate and necessary facilities and equipment are available and maintained at an acceptable level. The position will provide support and supervision to the General Manager of Maintenance and Facility Improvement and reports to the Director of SARCAN Operations. The incumbent serves as the point of first contact regarding existing and potential capital projects, as well as all small and large capital assets. This involves extensive consultation with SARCAN’s Leadership Team, SARC Member Managers, and facility supervisors, as well as contractorsEssential job functions include the following:1) Managing SARCAN’s capital project and infrastructure budget
- Developing the annual capital budget.
- Performing the required financial analysis to develop appropriate estimates of planned and potential capital projects.
- Preparing financial submissions and other required budgetary information both to secure capital resources for the upcoming fiscal year and to request capital adjustments required throughout the year.
- Maintaining required financial documentation including spreadsheets, reports, and other information to monitor capital budgets and costs on a daily or regular basis.
- Preparing regular status reports as required for Senior Management.
- Conducting appropriate research and analysis to develop a short‐ and long‐range infrastructure plan.
- Identifying potential savings and consequences of proceeding or not proceeding with proposed infrastructure projects.
2. Managing the strategic capital/infrastructure, life cycle management of assets and equipment and SARCAN’s overall operation’s needs.
- Performing regular reviews of SARCAN’s infrastructure portfolio and asset inventories to assess the current state with respect to the operating environment.
- Participating in discussions to understand SARCAN’s strategic vision and to ensure that the capital program supports that vision.
- Ensuring new programs or system changes can be supported by current capital facilities and if not, developing plans and recommendations including renovations, additions, or replacement of facilities as appropriate.
3. Overseeing the Asset Life Cycle and Inventory Management
- Performing needs assessments, feasibility and risks analysis, functional program analysis, design, procurement, construction, commissioning, maintenance, performance monitoring, decommissioning, renewal, surplus, replacement, and/or disposal in collaboration with Senior Management and others.
- In collaboration with the Finance Division and Processing and Regional Managers, maintaining inventory of mobile equipment (trucks, trailers, loaders, forklifts, etc.) to track, plan, and prepare for necessary replacement at the end of the asset’s lifecycle.
4. Managing facilities planning and functional programming
- Undertaking field inspections and site visits as necessary to ascertain the needs, status, and condition of existing facilities.
- Developing plans to address building deficiencies in consultation with others as appropriate.
- Overseeing the contracting and procurement process and management of consultants, contractors, and other required expertise.
- Overseeing the determination of functional space requirements, furniture, and equipment requirements.
- Reviewing and evaluating recommendations including scheduling, design, finishes and equipment requirements.
- Preparing reports including proposed alternatives for changes to plans as required due to funding limitations, outlining implications of proposed alternatives.
5. Managing the capital and infrastructure standards and criteria
- Overseeing and undertaking research of appropriate standards from other jurisdictions and assessing application and appropriateness for SARCAN facilities.
- Keeping current regarding new architectural design, facility planning approaches, new technologies, and accessibility, security, and safety best practices.
- Ensuring SARCAN proposed capital projects, and existing facilities and assets, comply/meet with national and provincial building standards, codes, and legislation as applicable.
6. Managing human resources and progress reporting.
- Reporting regularly to Senior Management and the Board of Directors on project
- Providing leadership and support to GM of Maintenance and Facility Improvement and staff
- Conducting employee performance appraisals including encouraging and planning for their professional development.
7. Contract Management
- Overseeing SARCAN’s portfolio of leases, which includes tracking status of leases, ensuring landlord and SARCAN are meeting their obligations, negotiating leases, maintaining the lease repository and database.
- Overseeing provincial or large service and maintenance contracts. Includes leading the RFP and/or quote process, monitoring the quality and performance of suppliers and service providers, negotiating rates and terms of agreements, and researching options if a new or alternate service is required.
- Ensuring SARC’s Procurement Code of Conduct is upheld
What are the skills you must have to perform this role?
To be successful as a Senior Manager – Operations, Facilities, Capital Development at SARCAN, you will need:
- Undergraduate degree in Engineering from an accredited post-secondary institution, in a discipline related to the role.
- SARCAN may consider an individual that holds the Professional Technologists (PTech) designation or equivalent if they also bring significant, relevant experience.
- 7+ years of progressive experience within the building/construction sector.
- Holder of the PMP designation is an asset.
- Experience in working with both private, public, and non-profit sectors.
- Demonstrated ability to manage multiple projects of varying scale at one time.
- Proven project management and business development experience.
- Excellent written and verbal communication skills.
- Excellent organizational and time management skills.
- Demonstrated proficiency in quantitative and qualitative analysis and negotiation skills.
- Demonstrated proficiency in Microsoft 365; comfortable learning new technical systems as needed.
- Demonstrated ability to work with drafting and design software and asset and inventory management systems.
- Ability to work effectively in a team environment and mentor staff on a project basis.
- Ability to work effectively within tight deadlines and schedules.
- Exhibits a strong degree of professionalism, while remaining highly-personable and approachable in the company of people of all abilities, cultures, and backgrounds.
- Exhibits high ethical conduct; acting with integrity, sensitivity, and confidentiality.
- Possess a valid class 5 driver’s license.
- Willingness and ability to travel within SK as required. Frequent, in-province travel is expected.
- Must provide a satisfactory criminal record check as a condition of employment.
