JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Safety and Security Section of the Office of the Special Envoy of the Secretary-General to Yemen (OSESG-Yemen) based in Sana’a. The Security Officer reports to his/her Team Leader and is under the overall supervision of the Close Protection Coordinator (CPC) and the Chief Security Officer (CSO).
Responsibilities
• Proactively contributes to the preparation and execution of security operations in the role as a Security Liaison Officer (SLO) during missions other than Close Protection Missions. • Coordinates and conducts Close Protection operations, in any team role, for the SESGY and other Senior UN officials (SUNOs) • Assists in/leads training sessions on close protection matters and keeps abreast with current tactics and techniques • Proactively participates in the efforts to develop and enhance the work of the OSESGY Security section, especially in her/his own areas of expertise • Contributes to the efforts to establish a Comprehensive security approach for the Office of SESG Yemen, especially in maintaining and enhancing the safety and security at the offices and guesthouses where OSESGY staff work and live • Assists in drafting and updating security contingency plans for OSESGY • Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues; • Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan; • Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises; • Assists in the evaluation accessible areas, maintain tracking systems and assist in the coordination of a 24-hour Emergency Response System; • Contributes to security risk assessments for the area of operations; • Monitors, conducts or coordinates security operations; • Maintains continuing lines of communication with security focal points and other UN or non- UN stake holders; • Assist senior Officers in briefing to the CSA/CSO/SA/Security Coordination Officer or Deputy CSA/CSO on the status, activity and requirements of the unit; • Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary; • Conducts routine physical security inspections of facilities; • Assumes responsibility for guard force management; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements; • Provides advice and training to UN personnel and eligible dependents on security matters, as assigned; • Investigates security-related incidents involving UN personnel, project personnel or eligible dependents; • Contributes to the identification of gaps in existing capability and make recommendation for amendment where necessary; • Assists in planning of protective services for Senior UN Officials, as necessary; • Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy; • Acts as Duty Officer within the Security Section, if needed; • Performs other duties as required.

Education
• High school diploma or equivalent technical or vocational certificate is required.
Job – Specific Qualification
• A valid driver’s license is required A Valid UNDSS Close Protection Officer Certification course (R-CPOC/R-RCPOC) is required. Please upload the valid certificate. Certification from the Tactical Combat Casualty Care (TCCC) Course or the UN ETB course is required. Please upload certificates. A Valid United Nations Firearm Authorization Card is required with validity of not less than 6 months. Please provide details on certification dates and location.
Work Experience
A minimum of six (6) years of progressively responsible experience in the military, police, security management or analysis with a military, police or international security management organization is required, including at least two years of experience and exposure at the international level. At least two years of experience and exposure at the international level in a conflict and post conflict environment is required. Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles is required.
Languages
English and French are the working languages of the United Nations. For the position advertised, fluency in English (both oral and written) is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
