Introduction

Introduction: general information on the context in which the civil servant will work

  • The only ‘tripartite’ agency of the UN, the International Labour Organization (ILO) brings together representatives of governments, employers and workers from 187 Member States with the main objectives of promoting rights at work, encouraging the creation of decent jobs, developing social protection and strengthening social dialogue in the field of work.
  • The ILO Country Office for Algeria, Libya, Morocco, Mauritania and Tunisia, based in Algiers, is seeking to recruit a Senior Administrative and Financial Project Assistant for an 18-month development cooperation project in Mauritania, funded by the Embassy of the United States of America in Mauritania, entitled “Strengthening the capacity of the labor inspectorate to promote respect for fundamental principles and rights at work in Mauritania”.
  • This project will be implemented in partnership with the Ministry in charge of labor, in particular the General Directorate of Labor (DGT) and the Labor Inspectorate. The National School of Administration, Journalism and Magistracy (ENAJM) will also be one of the project partners. It is essentially based on three main interdependent pillars – 1. strengthening the understanding and acceptance by the government and social partners of the role of labor inspection in promoting the realization of fundamental principles and rights at work; 2. strengthening the capacity of labor inspection to develop and implement evidence-based strategies; 3. supporting the deployment of an inspection campaign in pilot sectors/regions.
  • The project aims to strengthen the capacities of the labor administration and inspection, as well as relevant civil society organizations, to prevent, detect and act on violations before they turn into forced labor, thereby improving compliance with texts on child labor, forced labor and the fight against human trafficking, and advancing human rights. 
  • The project implementation strategy will be based on the establishment of a tripartite consensus between the government, employers, workers and their organizations on the role of international labor standards (ILS) in achieving decent work objectives in Mauritania and on the role and mandate of labor inspection, particularly in the informal sector. It will rely on the establishment of a taskforce of labor inspectors whose skills will be strengthened to implement a strategic compliance plan for labor inspection in Mauritania, which will affect the most sensitive sectors with regard to fundamental principles and rights at work, as well as issues related to occupational safety and health (OSH), compliance with the minimum wage, improvement of general working conditions, compliance with norms and standards.

Supervision

  • The Senior Administrative and Financial Assistant will work under the overall responsibility of the Director of the ILO Country Office in Algiers and under the direct supervision of the National Project Coordinator (NPC).
  • He/she will work closely with the National Coordinators and the Administrative and Financial Assistants of other ILO projects in Mauritania, as well as with the relevant services within the ILO Country Office in Algiers. The position is based in Nouakchott.

Specific tasks

Main tasks and responsibilities

Administrative tasks

  • Carry out administrative work including interpretation, maintenance of official documents and files;
  • Participate in the organization and preparation of special meetings and make all important administrative arrangements for the organization of workshops and seminars and provide administrative and/or secretarial services for such meetings, seminars and/or workshops;
  • Research and prepare administrative documents for the supervisor and for use during official missions, special meetings;
  • Prepare the necessary documentation for service contracts, external collaboration contracts as well as contracts with suppliers of goods and services and any type of contract required by the project;
  • Make travel arrangements, hotel reservations and prepare travel authorization and security clearance forms for project personnel;

Financial tasks

  • Prepare cost estimates and budget forecasts;
  • Provide procedural and recording support to analyze, document, classify, record and process various financial transactions;
  • Prepare and monitor requests for credit commitments and payments;
  • Calculate and compile cost estimates and projected budget expenditures and collaborate in the preparation of project budget statements, verify project budget allocations; establish expenditure commitments and assign codes;
  • Classify and archive project financial documents and maintain project administrative and financial files and records;
  • Draft all correspondence relating to the administrative and financial management of the project in accordance with regular office procedures, ensuring follow-up;
  • Perform any other tasks that may be assigned to him/her by the project managers.

Required qualifications

Training

  • The incumbent must have completed secondary education followed by a diploma in accounting and/or finance awarded by a recognized business school or training deemed equivalent.

Experience

  • Six years of experience in the field of administration and/or accounting, with good knowledge of administrative and financial management of projects

LANGUAGES

  • Excellent knowledge of French and good knowledge of Arabic. Knowledge of English would be an asset
