To ensure all enterprise applications remain at the forefront of innovation, compliance and remain in a state-of-good repair through support mechanisms related to governance, vendor management, third-party sustainment support, client engagement etc.
To provide strategic, financial, and technical support to the Systems, Reporting & Analytics section in support of critical operational initiatives that facilitate the timely and accurate pay, pension, and employee benefit processing to City of Toronto employees and retirees.Major Responsibilities:
- Coordinate teams of internal multi-divisional and external technical and business specialists in developing and maintaining enterprise applications in support of service delivery objectives.
- Implement solutions, utilizing best practice project management principles to ensure they are delivered within scope, time, and budget.
- Manage the procurement of technical resources to acquire, build and sustain enterprise application solutions, observing legal and contractual advice and adhering to defined procurement procedures and standards.
- Implements detailed plans and recommends policies/procedures regarding corporate initiative specific requirements.
- Determines requirements for process, configuration and feature/function changes resulting from policy/contract/legislation, system upgrades, enhancements, and customization.
- Assists manager/supervisor with the development of budgets, work-plans, governance meetings, audit recommendations etc.
- Determines the most efficient way to implement system changes, establishes and monitors timelines.
- Ensures the risk management and audit work plans incorporates both City and Divisional strategic priorities.
- Develops section metrics and benchmarks for key business process and integrates performance processes into divisional standard operating procedures.
- Maintains, supports, and enhances various functional aspects for the divisional system landscape including troubleshooting and application problems, analysis of business requirement and their translations into the divisional system/database specific context.
- Develops requirements, business specifications, and testing documents. Performs unit testing in development and quality assurance and recommends test scenarios.
- Develops, manages, and implements detailed project documentation and plans, performs system analysis activities, participates in the research and testing, provides contingencies, allocates resources, and establishes priorities.
- Assist technical leads in providing work direction to the team members, assesses progress against the plan, and make recommendation of sign off at each stage for the project including the final production sign-off.
- Performs business related tasks (research, impact analysis, planning, testing coordinating, etc.) for system upgrades, support stack applications and other related projects.
- Chairs and participates in meetings and committees to support the needs of the organization. Represents division/section on cross divisional teams.
- Retrieves and analyses mass data and consolidate into a useful and meaningful reports and information to senior management and staff.
- Oversees the writing of reports and the development of recommendations, presenting review results to senior management.
- Liaises with Technology Services division, external technical resources, and operational software vendors regarding technical and strategic issues.
- Develops new techniques and innovative approaches to enhance system functionality and automate business processes. Assists in the execution of system process to support interfaces, reporting requirements and year-end reporting.
- Provides advice and guidance to the division on the use of systems, troubleshoots issues, debugs programs, features and functions. Ensures internal controls and standards are maintained.
- Maintains and updates as required the divisional supporting documentation.
- Acts as the point of contact for various corporate & divisional initiatives as may be required.
Key Qualifications: * Considerable technology implementation & sustainment experience, paired with post-secondary education in Information Technology, Computer Science, Engineering, Information Management Systems or Project Management (or an equivalent combination of education and experience).
- Experience with developing project documents (e.g., implementation/project plans, business cases, feasibility studies, budgets etc.) and executing on procurement related activities (e.g., RFS, RFP, SOW etc.).
- Experience with pension, payroll, benefits and/or time & attendance processing. Experience in a unionized environment would be considered an asset.
- Experience with payroll and time & attendance systems (e.g., SAP ECC, S/4, SuccessFactors, ESS/MSS and UKG Kronos/Workforce Pro etc.)
- Ability to provide work direction, training, guidance, and support to staff with the ability to work closely with a high-performance team.
- Familiarity in creating business and system processes and the ability to develop and implement administrative work procedures and systems.
- Excellent communication skills, both orally and in writing, and ability to communicate effectively at all organizational levels.
- Superior analytical, conflict resolution and problem-solving skills.
- Strong organizational skills and the ability to effectively manage workload with strict time constraints.
- Ability to work cooperatively as part of a team and to work independently with minimal supervision.
- Ability to exercise independent judgment and discretion in dealing with sensitive and confidential operational matters.
- Ability to establish and maintain effective working relationships with employees, client divisions, unions, outside agencies and/or politicians and other levels of government.
- Familiarity with relevant legislation including, Occupational Health and Safety, employment standards, labour relations, human rights, Workplace Safety & Insurance Board (WSIB), and other applicable government legislation.
