Position description

Abt Global seeks a qualified Senior Clean Energy Advisor to support the anticipated USAID-funded Jamaica Energy Conservation and Resilience (ENCORE) Activity. The purpose of this activity is to increase Jamaica’s resilience through a strengthened energy sector delivering more renewable and reliable energy to more people, including marginalized populations.

The Senior Clean Energy Advisor will ensure the project aligns with Jamaica’s and USAID’s goals for building energy sector resilience by developing and employing a robust strategy to unlock private sector investment, strengthen the enabling environment for renewable energy markets, promote energy efficiency and diversification of energy resources, and increase the ability of critical infrastructure to withstand and recover from natural disasters.

The position will be full-time for the five-year duration of the activity and be based in Kingston. The position is contingent upon the activity’s award and USAID approval. The tentative start date is December 2024.

Core Responsibilities

  • Collaborate with the Government of Jamaica and local and national stakeholders to promote policies and initiatives that increase access to reliable energy to more people across the country.
  • Assess and support opportunities to improve the ability of critical infrastructure and facilities to withstand and recover from natural disasters.
  • Assist in the development and implementation of innovative financing and private sector engagement strategies that will strengthen Jamaica’s energy resilience.
  • Assess and support policy and regulatory measures to improve the enabling environment for clean energy and advanced energy technologies.
  • Directly supervise and contribute to the successful implementation of activities designed to meet ENCORE objectives, ensuring interventions reflect high technical quality and international best practices.
  • Promote gender, equity, and social inclusion, as well as Positive Youth Development principles.
  • Adapt activities as necessary to respond to evidence-based learning and changing circumstances.
  • Support the development and review of project work plans and reports.
  • Contribute to interventions to improve the enabling environment for energy resilience and green energy finance.
  • Contribute to cross-cutting activities, such as building productive partnerships for resilience; gender and social inclusion; monitoring, evaluation, and learning; and collaborating, learning, and adapting.

What We Value

  • Master’s degree in economics, engineering, environmental studies, international development, or a related field.
  • At least 10 years of progressive experience on USAID or other donor-funded projects as an energy specialist or similar roles.
  • Strong understanding of Jamaica and the region’s clean energy technologies, renewable energy markets, and energy policy actors, frameworks, and goals.
  • In-depth knowledge of Jamaica’s policies and political context, and of the challenges and opportunities that these create for the strengthening of energy resilience in Jamaica.
  • Demonstrated ability to develop collaborative working partnerships with a wide variety of stakeholders, including national and sub-national governments, the donor community, private sector, civil society, and academia.
  • Excellent interpersonal, intercultural, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate subordinates.
  • Experience implementing donor funded programs is preferred.
  • Ability to work both independently and in a team-oriented, collaborative environment.
  • Strong skills in verbal and written communication required.
  • Fluency in English required.
