Position description
Reporting to the Climate Programme Manager, the Senior Climate Officer will be responsible for coordinating, developing, and managing various climate-smart healthcare projects and initiatives in Europe, with a strong focus on climate change mitigation. The successful candidate will have the opportunity to play a key role in the development of our Climate-smart Healthcare programme to shape the European healthcare sector’s response to climate change, supporting the development of climate resilient and low carbon sustainable health systems in Europe. With a strong interest in driving climate action, the ideal candidate will have a track record of implementing practical carbon management and mitigation strategies and initiatives. The post-holder will be a dynamic, results-focused, self-starter and well-organised team player, with the ability to manage a busy workload with competing demands. Experience working with the health sector would be an advantage. This role involves representing the organisation at various external events. Therefore, the post-holder will also be an excellent communicator and a confident public speaker, as well as being available to travel frequently to events across Europe and occasionally further afield (approx. 5-8 trips per year).
Key responsibilities
- Manage two HCWH Europe’s projects:
- Operation Zero:
- Oversee the design and implementation of a standardised framework to build national and subnational decarbonisation roadmaps for the healthcare sector
- Promote the use of the Operation Zero methodology and develop a plan to support European health ministries to adopt it
- Provide technical support and guidance to project participants
- Develop tools and resources to measure progress towards system-level decarbonisation in the European health sector across all GHG Protocol scopes
- Produce case studies and other materials to share experiences and successes achieved through the project
- Engage with technical consultants and other partners as necessary
- Carbon management mentoring programme:
- Recruit European hospitals and support them in calculating their carbon footprints and developing carbon management plans
- Develop an online best-practice catalogue of healthcare decarbonisation examples
- Develop a plan to scale up the programme
- Operation Zero:
- Develop and update climate mitigation tools and resources to support HCWH Europe’s members in decarbonising and tracking facility-level progress in decarbonisation efforts (e.g. addressing scope 3 emissions) as part of their sustainability journey
- Support the integration of climate resilience strategies into health system decarbonisation actions by identifying and writing case studies of climate adaptation contributing to climate mitigation in healthcare
- Organise, participate, and represent HCWH Europe in key events relevant for the health and climate sectors, such as the European Healthcare Climate Summit and CleanMed Europe conference
- Map and support partnership engagement with other NGOs and key stakeholders to drive the climate and health agenda in Europe
- Other duties that may reasonably be required in respect of the main purpose of the job
Line reports
The successful candidate will not have direct line management responsibilities in the first six months. However, as the role progresses, there is potential for the position to evolve to include one direct line report.
Required qualifications and experience
- At least three years of experience in a similar or related role, ideally working with hospitals/health systems
- Project management skills/experience
- Experience in implementing carbon management (GHG and climate mitigation) strategies
- Experience using input-output modelling techniques and international carbon footprinting data sets
- University/higher education degree in environmental sciences, natural sciences or another relevant field
- (Desired) Experience of working within the NGO and/or healthcare sector would be an advantage
Knowledge, skills, and abilities
- Knowledge and understanding of carbon management programmes and processes, including carbon footprinting, data collection and benchmarking, carbon reduction solutions, business case development, and investment strategies
- Practical understanding of the Greenhouse Gas Protocol and its application in the design and delivery of carbon management programmes
- Good knowledge and understanding of international and the EU Climate and Energy Governance Framework, e.g. NECPs, NDCs, national target setting and inventory methodologies
- Excellent interpersonal and communication skills
- Working knowledge of standard Microsoft Office software (Word, PowerPoint, Excel)
- Fluency in English (Working knowledge of another European language would be an advantage)
