Responsibilities:
Accounting:
- Perform grants reconciliation utilizing local accounting records.
Review finance forms and invoices to ensure proper project accounting.
Grants compliance:
- Train local staff in grants accounting compliance and local financial policies and procedures.
- Support the Associate Director, Finance and Administration in the oversight of all grant-related finance operations.
- Review expenses in accordance with the USAID/INL Program agreement.
Budget management:
- Deliver monthly and quarterly Budget vs Actuals reports.
- Support the Program’s Leadership in budget forecasting analysis.
- Assist in the preparation of financial reports.
Procurement:
- Lead all activities and events required by the USAID/INL Program team.
- Quote all required procurement of products and services and present them to the appropriate approving party for clearance.
- Ensure policy compliance related to procurement processes.
- Ensure that due diligence is applied in every procurement process, including backup documentation for the purchase, PRF, invoices, and WatchDog reports as well as Bid Vendor Comparison when applicable.
- In coordination with the office General Accountant, arrange all payments to suppliers who provide their service in the procurement processes.
Communication and Coordination:
- Provide support to any party who may be involved in the financial or procurement processes related to the USAID/INL Program in El Salvador.
- When required, provide information to staff members in the finance, regional or HQ offices.
- Serves as point of contact for hotels, conference centers, and event venues for all activities related to the USAID/INL Program in El Salvador.
Qualifications:
Education & Experience:
- University degree in accounting, auditing, finance or related field.
- Three to five years of progressive, relevant experience in managing US Government Awards, preferably INL grants.
- A minimum of three years’ experience working with grants accounting in the non-profit sector.
Competencies and Critical Qualities:
- Excellent understanding of grants operations.
- Desired experience in working with US financed organizations.
- Knowledge of MS Office and ability to use accounting and budgeting applications.
- Excellent communication skills, proficient in written and spoken English.
