International Advisory, Products and Systems Ltd. (i-APS) is a U.S. woman-owned and managed consulting firm. We provide third-party monitoring (TPM), monitoring and evaluation (M&E), capacity building and knowledge management around the world. Since 2012 i-APS worked with over 118 national and international clients such as UN agencies, INGOs, nationals’ institutions, etc.
i-APS is holder of a global WFP agreement for decentralized evaluations. We already conducted WFP Programme evaluation in four different countries.
Presently, i-APS is poised to undertake the competitive bidding process for the Decentralized Evaluation of WFP Tunisia. The evaluation will focus on two key activities: Support to Livelihoods and School Meals Programme of the Country Strategic Plan (2022-2025) covering the period from Jan 2022 to September 2024
The evaluation will encompass all aspects of WFP Tunisia’s livelihoods and school feeding activities including design, implementation and addressing the evaluation questions using the six UN/OECD DAC criteria.

This is a short-term opportunity scheduled from December 2024

KEY RESPONSIBILITIES:
- Senior evaluator is assigned to contribute to the development of critical contract deliverables: Inception report, methodology and tools and final report related to the sector of expertise, spearheading primary field data collection (qualitative/quantitative) and subsequent analysis.
MINIMUM QUALIFICATION REQUIREMENTS – MANDATORY
- Education: Candidates must hold both a Master’s degree and a university degree in Political Science, Sociology, Economics, International Development, or a related field.
- A distinguished track record of over 10 years in programme evaluation and a proven history of leading a minimum of 8 program evaluations.
- Demonstrated expertise in conducting program evaluations within the UN system, preferably with the World Food Programme (WFP).
- Previous involvement in the implementation and/or evaluation of livelihood programming in humanitarian contexts and food assistance interventions, encompassing both in-kind and Cash-Based Transfer (CBT) methods.
- Proficiency in both quantitative and qualitative data analysis, collection, and reporting is mandatory.
- Prior evaluation experience in Tunisia
- Language Skills: Proficient in both oral and written French and Arabic communication.
