Senior Finance and Budget Assistant

This position is located in the UN Office for Partnerships (UN Partnerships). Guided by the priorities of the UN Secretary-General, UN Partnerships is the gateway to the UN system to connect and co-create partnerships to deliver solutions to reach everyone, everywhere. In its role as a connector, UN Partnerships proactively engages, convenes and leverages stakeholders, initiatives and solutions in support of the Decade of Action to keep the promise of the Sustainable Development Goals (SDG). UN Partnerships oversees the UN Fund for International Partnerships (UNFIP), the UN Democracy Fund (UNDEF), the SDG Advocates programme, and the SDG Strategy Hub. The incumbent will support all initiatives of the UN Partnerships and report to the Executive Director of UN Partnerships, and work closely with other members of the team.

Responsibilities

Within delegated authority, the Senior Finance and Budget Assistant, will be responsible for the following duties:

Budget and Finance/Trust Fund Administration:

  • Provides full range of assistance in trust fund management and implementation at all phases of the cycle of trust fund projects; ensuring compliance with regulations and rules and established policies and procedures.
  • Responsible for preparation of cost estimates, budget documents and provides input to the preparation of allotments.
  • Provides assistance to Programme Managers in the formulation of donor project proposals.
  • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
  • Prepares and coordinate remittances to partners.
  • Ensures that pledges, contributions and expenditures are recorded in compliance with UN rules and regulations.
  • Grants Management functions in Umoja include ensuring the correct structure for grants, releasing budgets and recording implementing partner expenditures.
  • Contributes in the analysis, summary and presentation of information on wide range of trust fund projects, highlighting noteworthy issues and trends for consideration by appropriate parties (implementing parties, donors, and substantive offices).
  • Assists in establishment, closure of trust funds and projects.
  • Maintains database, updating contributions, interest income and commitments.
  • Works closely with donor counterparts and/or funding agencies in the finalization of contribution agreements.
  • Prepares and monitors submission of substantive and financial reporting.
  • Analyze financial reports in preparation for recording expenditures.
  • Coordinates with the Accounts Division in connection with donor contributions, Umoja transacting; Prepares interim and final financial statements for approval by Accounts Division.
  • Maintains the trust funds’ database, create status reports on trust funds on a regular basis for use by Fund Management Officers.
  • Acts as Certifying Officer for the accounts of the office.
  • In the area of procurement, the incumbent will review requisitions for goods and services to ensure (a) correct commitment items have been charged, and (b) availability of funds.
  • Drafts or prepares correspondence to respond to inquiries in respect to relevant financial and budget matters.
  • Provides guidance, training and supervision to junior general service staff in the area of responsibility.

Education

  • High school diploma or equivalent is required.

Work Experience

  • A minimum of ten years of experience in finance, budget, accounting, administrative services is required.
  • The minimum years of relevant experience is reduced to 8 for candidates who possess a first-level university degree or higher. Experience in applying financial rules and procedures in the United Nations or similar international organizations is required. Experience in certifying and approving documents in ERP systems such as SAP, Umoja or similar application is required.
  • Experience with preparing internal and external audit responses and budget committee inquiries is required. Experience in the administration and management of extra-budgetary resources from voluntary contributions is required.
  • Experience in grant-management and trust-fund management including reporting to governing bodies is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
